Albatera approves the social aid ordinance with new thresholds

The Albatera City Council has definitively approved modification no. 2 of the Regulatory Ordinance for the granting of individualized economic benefits in social services matters (PEIS). As no claims were filed during the public exhibition period, the provisional plenary agreement of May 26, 2026, has been elevated to definitive, and its full text is published in the Official Gazette of the Province of Alicante, number 158, dated August 21, 2026, in section III of Local Administration, with official reference 6384/2026.

The publication is carried out in compliance with article 70.2 of Law 7/1985, of April 2, on the Bases of Local Regime. The new wording affects articles 2, 3, 7, and 9 of the ordinance, and updates the income thresholds, maximum amounts, and access requirements for the Social Emergency Program, with a direct impact on thousands of residents of the municipality.

New income thresholds according to the IPREM

Access to benefits is conditional on the family unit’s income not exceeding a correction coefficient based on the monthly IPREM, which increases according to the number of members:

• 1 member: 2.00 IPREM
• 2 members: 2.10 IPREM
• 3 members: 2.20 IPREM
• 4 members: 2.30 IPREM
• 5 members: 2.40 IPREM
• 6 members: 2.50 IPREM
• 7 members: 2.60 IPREM
• 8 members: 2.70 IPREM
• 9 or more members: 3.00 IPREM

Family income may be increased by 20% when housing expenses (rent, loans, or utilities) are equal to or greater than 40% of their income, provided that at least one member is a minor, chronically ill, mentally ill, dependent, disabled, or a victim of gender-based violence.

Maximum amounts and economic modules

The ordinance sets an annual maximum of 2,000 euros per family unit for the concepts of primary residence, extraordinary actions, and basic needs, and 900 euros for basic housing utilities (electricity, water, and gas). Monthly economic modules are established between 100 and 250 euros for units of 1 to 4 members, and between 150 and 300 euros for those with 5 or more.

For rent payments, the maximum amount will be 500 euros per month, with preference given to those affected by total eviction due to non-payment of mortgage or rent. For the first month, an extraordinary aid of up to 1,000 euros may be granted for the security deposit and other expenses, which will not be counted toward the annual maximum total.

Access requirements and duration of aid

Applicants must be registered on the census (empadronados) and effectively reside in the municipality for a minimum of 6 months, a requirement that may be waived in cases of minors at risk or gender-based violence. It will be mandatory to have applied for the Minimum Vital Income or the Valencian Citizenship Income, or to commit via a responsible declaration to apply for them within a maximum period of three months.

The maximum duration of the aid will be 8 months per year, extendable to 12 months when there are minors, dependents, disabled persons, mentally ill persons, or victims of gender-based violence and the family unit lacks income or such income is lower than the IPREM. Exceptionally, the Social Services Aid and Benefit Assessment Commission may extend it up to ten months in cases of mental illness or psychic disability.

Deadlines and appeals

Applications may be submitted starting from the publication of the call and will remain open until December 10 of the current year**. An administrative appeal may be filed against the agreement before the Contentious-Administrative Chamber of the High Court of Justice of Valencia within two months of publication, in accordance with Article 46 of Law 29/1998, of July 13, on Contentious-Administrative Jurisdiction.

The update of the ordinance provides the municipality with a more flexible and updated framework to address situations of vulnerability, expanding income thresholds and available amounts in a context of pressure on social services. The regulation, electronically signed by the Mayor, reinforces the protection of families with minors, dependents, and victims of gender-based violence, and clarifies the social priority criteria for the distribution of the municipal budget.
