Albarracín aprueba inicialmente la modificación número 8 de su planeamiento urbanístico

The Albarracín City Council has initially approved specific modification number 8 of its General Urban Development Plan (PGOU), by agreement of the Plenary dated August 28, 2026. The announcement is published in the Official Gazette of the Province of Teruel number 182, corresponding to September 23, 2026, with the official reference No. 2026-2718. The resolution submits the file to public review for one month so that interested parties may submit allegations.

The file has been processed by the competent services of the Albarracín City Council and its purpose is the introduction of a specific modification to the general planning currently in force in the municipality. The text is published in the Local Administration section, within the Municipalities category, and the announcement appears on page 6 of the provincial gazette.

The change in plot classification

The modification consists of the change in urban classification of cadastral plot 2452006XK3725S0001RU. The plot is currently classified as Unconsolidated Urban Land and subject to development via an Interior Reform Special Plan (PERI), and would be reclassified as Consolidated Urban Land.

The municipal agreement justifies the change based on the fulfillment of the conditions established in Article 12 of the consolidated text of the Urban Planning Law of Aragon. Specifically, it invokes the existence of urban services and sufficient building consolidation, as well as the possibility of immediate connection to existing networks.

With the new classification, the plot is no longer linked to its development via an Interior Reform Special Plan, which directly affects the landowners and developers interested in the area.

Allegations: one-month deadline and two consultation channels

The public information process is organized under the following terms:

  • Deadline: one month, counted from the day following the publication of the announcement in the gazette.
  • Eligible parties: those who may be considered interested parties in the file.
  • Content: allegations, suggestions, or claims deemed relevant.
  • In-person consultation: municipal offices of the Albarracín City Council.
  • Electronic consultation: municipal electronic office, at the address http://albarracin.sedelectronica.es.
  • Announcement reference: No. 2026-2718, with validation code 75QLHJEJQ5G6AW732NDT6ZD4P.

Other urban planning procedures in the same gazette

The same issue of the provincial bulletin includes another file from the Albarracín City Council regarding land in the municipality. This is announcement No. 2026-1639, published on page 5, which opens a 20-day period for a hearing and public information process regarding the special authorization file for a new mobile phone base station license for American Tower.

The installation is projected on the property with cadastral reference 44009A008001700000RD, corresponding to polygon 8, plot 170, in the Rodeo de la Ciudad area. The land is classified as Non-Urbanizable Land with Special Environmental Protection according to the applicable planning of the General Urban Development Plan of Albarracín.

Impact for owners and developers

The initial approval of modification number 8 opens the way for the affected plot to be considered consolidated urban land, which simplifies its development regime by decoupling it from the Special Interior Reform Plan. The public information month is the only formal window for owners, developers, and any interested party in the area to submit allegations before the file continues its processing. Furthermore, the publication in the official bulletin marks the start of the countdown for the deadline, meaning the allegations calendar is already underway.
