Albalate del Arzobispo auctions two plots to establish livestock activity

The Town Council of Albalate del Arzobispo (Teruel) has announced the sale by auction through an open procedure of two municipal plots for agricultural use, with the obligation to establish a livestock farming activity on them. The announcement was published on August 12, 2026, in the Official Gazette of the Province of Teruel, number 152, through notices No. 2026-2415 and No. 2026-2416.

Both properties, located in polygon 49 of the municipal district, are registered in the Land Registry of Híjar and come from land acquired by the municipality since time immemorial. The starting price may be improved upwards, and payment must be made in full upon signing of the purchase agreement, which will be formalized in a public deed before a notary. The transaction is governed, on a supplementary basis, by Law 7/1985 regulating the bases of local government, Law 7/1999 on Local Administration of Aragon, Decree 347/2002 of the Government of Aragon, Law 33/2003 on the Heritage of Public Administrations, and Law 9/2017 on Public Sector Contracts.

The two plots in the auction

• Plot 32, in Val Larga: 69,380 m², cadastral reference 44008A049000320000ME, starting bid price of €64,750 (notice No. 2026-2415).
• Plot 220, in Espartal: 124,953 m², cadastral reference 44008A049002200000MX, starting bid price of €36,482.99 (notice No. 2026-2416).

In total, 194,333 m² of land classified as patrimonial property of the municipality are put up for sale, with agricultural use and existing constructions. According to the tender specifications, the price per square meter has been set to promote the establishment of medium-sized and large businesses that contribute to the socioeconomic development of the town and generate employment.

Mandatory livestock activity and execution deadlines

The successful bidder must carry out a livestock farming activity in accordance with the Municipal Planning Regulations and the applicable environmental regulations, with the following maximum deadlines:

• Submit the application for the municipal activity and works permit within 6 months from the signing of the contract.
• Begin the new construction works within 6 months from notification of the permit.
• Have the works fully completed within 2 years from that notification.

If these conditions are breached for reasons not attributable to the Town Council, the land reverts to the corporation and the successful bidder loses everything invested, without any right to compensation. Furthermore, during the first five years, the successful bidder may not dispose of, lease or encumber the property —except for a mortgage to finance the construction— and, if the livestock purpose is not fulfilled within that period, the successful bidder will lose 50% of the price paid.

How to submit bids

Natural or legal persons with legal capacity who are not subject to prohibitions on contracting and who can demonstrate solvency and viability of the project may bid. Proposals shall be submitted to the Municipal Secretariat in a single envelope containing three envelopes:

• Envelope A: administrative documentation (ID card, powers of attorney, responsible declaration and certificates of being up to date with tax obligations and Social Security).
• Envelope B: description of the livestock activity and technical and economic viability.
• Envelope C: economic offer, with upward improvement of the base price.

The submission period is 20 business days from the day following publication of the notice in the provincial bulletin and in the contracting profile (www.albalatedelarzobispo.com and that of the autonomous community). The contracting committee, chaired by the mayor, will open the sealed bids in the Assembly Hall of the City Council at 1:00 p.m. on the third business day thereafter, and the Plenary will award the plot to the bidder offering the highest price. If the auction were declared void, the Plenary may award it directly at the valuation price for a period of one year.

The operation puts nearly 20 hectares of public land on the market, subject to the actual start-up of livestock operations and job creation, with municipal oversight of compliance with the project. For agri-livestock companies in the region, the auction is an opportunity to access land at an appraised price to install or relocate their activity.
