Albacete approves lump-sum grants to encourage birth rates

The Local Government Board of the Albacete City Council approved on August 13, 2026, the regulatory bases for the single-payment financial aid for the promotion of birth rates in the municipality, the full text of which is published in the Official Gazette of the Province of Albacete number 101, dated August 31, 2026, within the third Section of Local Administration. The measure combines financial support for families with a boost to traditional commerce, as the payment is channeled through a debit card redeemable at participating businesses.

A decline in birth rates that justifies the measure

The agreement is based on data from the National Statistics Institute published on November 19, 2025, according to which the crude birth rate of Albacete decreased by 1.06 points between 2021 and 2024, a decline greater than that recorded across the Autonomous Community, which went from 7.07 in 2021 to 6.71 in 2024. The council notes a negative natural growth and frames the initiative within the strategic objective of line no. 7 of the 2026 Strategic Grant Plan, dedicated to economic and social promotion.

The grants are awarded from the determined municipal budget item and are compatible with other grants for the same purpose. The maximum amount of each grant will be set in the corresponding annual call, which will be subject to the availability of credit in the budget.

Who can apply

Parents, adopters, or pre-adoptive guardians of minors born, adopted, or fostered during the calendar year of the call may apply for the aid, provided they meet the required criteria:

• Have legal residence in the municipality of Albacete.
• Be registered (empadronados), at least one of the applicants along with the minor, in the municipal district, its outlying villages (pedanías) or minor entities, with a minimum seniority of 3 uninterrupted years.
• In the case of adoption or pre-adoptive fostering, the minor must not be older than 5 years at the date of the application.
• Be up to date with tax obligations and Social Security and have no outstanding debts with the City Council.

The application must be submitted within a maximum period of 30 calendar days from the birth, adoption, or fostering, either in person at the General Registry or electronically via the Municipal Electronic Office. Applications are processed in order of receipt until the available credit is exhausted.

Amounts and payment method

The amount increases by 25% starting from the second child born or adopted, by 50% starting from the third, and by an additional 50% in the case of minors with disabilities. Payment is made via a debit card issued by the collaborating entity, which can only be used at businesses participating in the campaign and does not allow for cash withdrawals.

Only purchases of essential products for the minor are eligible for subsidies, such as cribs, clothing, strollers, approved car seats, diapers, baby bottles, or first-aid kit items. Expenses must be incurred from the date of granting until December 31 of the corresponding year, except for births in the last quarter, which may justify expenses until March 31 of the following year.

Participating Businesses

Local businesses in Albacete, its districts (pedanías), and minor entities may join if they are SMEs, have up to 10 employees per establishment, and were registered prior to June 1, 2024, under the IAE (Economic Activities Tax) headings of groups 64 and 65 (retail trade of food and industrial products), subject to the exclusions provided in the guidelines. Registration is carried out through the campaign website within a period of 30 calendar days from its launch.

Impact for Readers

The initiative represents direct economic relief for families in Albacete regarding the initial expenses of birth or adoption and, at the same time, a stimulus for traditional urban commerce, which is facing difficulties due to the rise of online shopping and globalization. Resolutions will be issued and notified within a maximum period of three months, and the annual call will be published in the official provincial bulletin.
