Alba del Campo sets municipal electric charging at 0.40 euros

The Alba del Campo City Council has approved the ordinance regulating the public price for electric charging supply at municipal charging points, which sets a rate of 0.40 euros per kilowatt and a sanctioning regime with fines ranging from 100 to 500 euros. The full text is published in the Official Gazette of the Province of Teruel number 178, corresponding to September 17, 2026, under reference No. 2026-2670. The regulation will enter into force once its full text is published in the gazette and fifteen business days have elapsed.
The ordinance is issued under Article 127 and Article 41 of Royal Legislative Decree 2/2004, of March 5, which approves the revised text of the Law Regulating Local Treasuries, and regulates the private and temporary use of a municipal public domain asset destined for the public charging service. On October 30, 2025, the Plenary agreed to submit the initiative to public consultation for a period of thirty days; according to the file, no proposals, suggestions, or alternatives were presented. The municipality already has two electric vehicle charging points enabled on public roads, and those installed in the future will be governed by this same regulation.
Rate, exemptions, and payment method
- Price: 0.40 €/kW for the semi-rapid charging service supplied from the electrical grid.
- Exemption: municipal-owned vehicles are exempt.
- Payment: carried out prior to the start of charging, via electronic wallets, credit cards, or other admitted means.
- Measurement: energy is measured by the internal meter of the charging point and is reflected on its screen.
- Revision: the price may be modified for justified reasons based on electricity supply contracts and their variations.
Reservation via mobile app and rules of use
Access to the service is managed through a computer application that is downloaded using the QR code provided at the charging point itself or on the municipal website. From there, the user can reserve a specific date and time or activate the charging instantly, always with payment made in advance.
- Admitted vehicles: bicycles, scooters, motorcycles, quadricycles, commercial passenger cars with a maximum authorized mass of less than 6,500 kg, and minibuses, with pure electric technology (BEV), extended range (REEV), or plug-in hybrid (PHEV).
- Maximum charging time: four hours, limitable for reasons of necessity or demand.
- Recommendation: access the installation with at least 20% battery.
- Cable: each user must provide their own, with approved connectors.
- Parking: the spaces, marked in green, are designated as “no parking” except during charging; vehicles that are not charging may be reported and towed to the municipal impound.
Fines from 100 to 500 euros and up to three months of prohibition
The sanctioning regime distinguishes three levels: minor offenses are penalized with 100 euros, serious offenses with 200 euros, and very serious offenses with 500 euros, to which, in the latter case, a prohibition on using the charging points for three months is added. Among the typified behaviors are failing to respect the rules of use, negligently damaging the equipment, intentionally damaging it, and recidivism within a period of one year.
The competent body to initiate and resolve the sanctioning procedure is the Mayor’s Office-Presidency of the Alba del Campo City Council or the delegated department, in accordance with Law 39/2015, of October 1. Those responsible for the conduct or the owners and renters of the vehicle, who are obliged to identify the offender, are liable; if several people are involved and their degree of participation cannot be determined, the liability is joint and several. Regardless of the fine, the offender must replace the damaged goods and compensate for the damages caused.
The ordinance turns the municipal charging network into a regulated and priced service, with clear rules of use and a sanctioning regime. It affects all electric vehicle drivers in the municipality, who, from its entry into force, must pay in advance and vacate the space as soon as charging is complete.
