Alagón del Río approves the tax on autotaxi and rental vehicle licenses

The Plenary of the City Council of Alagón del Río, in an ordinary session held on August 13, 2026, agreed to the provisional approval of the fiscal ordinance regulating the fee for the granting of administrative licenses or authorizations for taxis and other rental vehicles. The file is subject to public consultation for a period of 30 days starting from the day following its insertion in the Official Gazette of the Province of Cáceres (reference BOP-2026-4020), published on August 25, 2026.

The regulation is issued under articles 133.3 and 142 of the Constitution, article 106 of Law 7/1985, of April 2, Regulating the Bases of Local Government, and article 20.4 of the Recast Text of the Law Regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5. Pursuant to article 17.2 of the latter regulation, the file may be examined at the municipal offices and on the electronic headquarters of the council, and if no claims are filed, it will be considered definitively approved.

Fee Rates

The ordinance establishes a tax quota determined by a fixed amount according to the nature of the service or activity, with a tariff that distinguishes between the granting of licenses, their transfer, and the replacement of vehicles:

  • Granting and issuance of license: €400.00.
  • “Inter vivos” transfer of license: €200.00.
  • “Mortis causa” transfer of license: €0.00.
  • Replacement of vehicles assigned to the license: €100.00.

The fee accrues at the time of the application, and the obligation to contribute is not affected by the eventual denial of the license. Along with the application, the amount must be paid as a prior deposit, without prejudice to the settlement that will be carried out upon resolution of the file.

Regulation of the Taxi Service

In parallel, the same Plenary initially approved the municipal ordinance regulating the taxi service of Alagón del Río (reference BOP-2026-4021), also subject to public consultation for 30 days. The text regulates the public transport of passengers in passenger cars with a capacity equal to or less than nine seats, including that of the driver, and establishes two licenses for the municipality, one of which may be allocated to the adapted service for people with reduced mobility.

Municipal taxi licenses are granted for periods of 5 years and authorize the provision of the service in a specific vehicle assigned to the license. The transfer is conditional upon the payment of taxes and sanctions incurred by the holder, and only proceeds in specific cases such as the death of the holder, professional impossibility due to illness or accident, or the transfer to a salaried driver with one year of experience.

Sanctioning Regime

The service ordinance defines the infractions and sets the amounts of the sanctions, following an assessment of the damage caused:

  • Minor infractions: warning of up to €100.00.
  • Serious infractions: fine from €101.00 to €300.00.
  • Very serious infractions: fine from €301.00 to €1,000.00 and/or suspension of the authorization or license for up to one year.

Punishable conducts include refusing to provide a service without just cause, failing to carry the required documentation, following a longer route than that marked by the traveler, providing the service without the mandatory insurance, or driving under the influence. The sanctioning procedure will be initiated ex officio or at the request of a party in accordance with Law 39/2015, of October 1.

The final approval of both ordinances, which will enter into force once their full text is published in the bulletin, will provide the municipality with a complete framework for the provision of the taxi service, establishing both the fees levied on licenses as well as the operating conditions and the sanctions regime. The local taxi sector and interested parties have one month to examine the file and submit allegations before the agreement is made final.
