Alagón del Río aprueba definitivamente su ordenanza reguladora del servicio de taxi

The City Council of Alagón del Río has made final the Municipal Ordinance regulating the Taxi service, after no claims were filed during the public exhibition period. The full text is published in the Official Gazette of the Province of Cáceres no. 0198, dated October 15, 2026, with the official reference BOP-2026-4814.

The approval complies with article 70.2 of Law 7/1985, of April 2, on the Bases of the Local Regime, and develops Royal Decree 763/1979, of March 16, which approves the National Regulations for Urban Transport Services in Light Vehicles. The announcement, signed by the mayor-president Johanna Gómez Domínguez on October 7, 2026, occupies pages 23439 to 23450 of Section I (Local Administration) of the provincial gazette.

The regulation governs the public transport of passengers in passenger cars with a capacity equal to or less than nine seats, including that of the driver, provided within the municipal district of Alagón del Río.

Two licenses, one of them adapted

Article 5 sets the number of taxi licenses in the municipality at two, one of which may be designated for the provision of adapted services for people with reduced mobility. Licenses are granted for periods of five years and are valid for a specific vehicle, the identification of which appears on the title itself.

They may be requested by any natural person of legal age in possession of a driver’s license and the municipal driving permit, as well as salaried drivers with proven full and exclusive dedication. The granting shall be carried out by competition, following a public call that guarantees free competition, or by transfer, which only proceeds in the event of the death of the holder —in favor of the surviving spouse or legitimate heirs— or professional impossibility due to illness, accident, or other causes of force majeure.

Obligations of drivers and vehicles

  • Begin the provision of the service within a period of 60 calendar days from the granting.
  • Follow the shortest route to the destination indicated by the passenger, unless otherwise instructed.
  • Not refuse a service requested in person or by telephone, except for just cause: police pursuit, exceeding the authorized number of seats, manifest intoxication, or impassable roads.
  • Carry the license, a plate with the license and seat number, circulation permit, insurance policy and receipt, in addition to the driver’s license and the municipal permit.
  • Do not smoke inside the occupied vehicle and deposit objects forgotten by passengers at the municipal office.
  • Vehicle capacity: between five and nine seats, including that of the driver.
  • Prohibition of installing interior or exterior advertising without express authorization from the competent body.

Adapted vehicles must comply with detailed technical specifications: a floor clearance of 120 cm in depth and 80 cm in width, a minimum interior clearance height of 140 cm, ramps with a minimum load capacity of 250 kg and a maximum slope of 20% during loading and unloading, among others.

Complaints, lost property, and sanctions

Each vehicle shall carry a complaints book available to users. The license holder must send a copy to the City Council within the following 48 hours and will have 10 days to present allegations. Forgotten objects shall be deposited in the designated offices within 48 hours of their discovery; retaining them without notifying the competent authority within 72 hours constitutes a very serious infringement.

The sanctioning regime is established as follows:

  • Minor infringements: warning of up to 100 euros.
  • Serious infringements: fine from 101 to 300 euros.
  • Very serious infringements: fine from 301 to 1,000 euros and/or suspension of the authorization or license for up to one year.

Entry into force and appeal

The ordinance shall enter into force once its full text is published in the provincial bulletin and the period provided for in article 65.2 of Law 7/1985 has elapsed, by reference to article 70.2 of the aforementioned regulation. An administrative appeal may be filed against the agreement before the Administrative Chamber of the High Court of Justice of Extremadura, based in Cáceres, within two months from the day following publication, in accordance with article 46 of Law 29/1998, of July 13.

The new ordinance provides Alagón del Río with its own regulatory framework for an essential service in a small municipality, by setting a maximum of two licenses, one of which is potentially accessible, and by detailing for the first time the technical requirements for vehicles, the obligations of drivers, and the sanctions regime. For sector professionals, it provides clear rules on transfer, deadlines, and revocation; for users, guarantees regarding tariffs, accessibility, complaints, and the return of lost property.
