Mobility grants for Vocational Training students between islands

The Department of Education and Universities has announced mobility grants for vocational training students within the educational system who are studying at centers supported by public funds located on an island different from their island of residence, within the Balearic Islands, for the 2026-2027 academic year. The call is published in the Official Gazette of the Balearic Islands (BOIB) no. 106, of August 25, 2026, through Resolution 8571 of the Minister of Education and Universities, Antoni Vera Alemany, electronically signed on August 21, 2026.

The measure responds to the insular reality of the community: the vocational training offer from centers supported by public funds is concentrated in Mallorca, which results in fewer opportunities for students from Ibiza, Menorca, and Formentera. High housing prices and the increase in the cost of transport between islands add an additional difficulty to student mobility. The call is part of the Strategic Subsidy Plan 2024-2026 (line III.3.2) and complies with the regulatory bases of Order 20/2025, of July 9, of the Minister of Education and Universities.

Two lines of aid

The call establishes two subsidy lines aimed at students enrolled in grade D or E of vocational training, under the general regime and in face-to-face modality:

• Line 1 (mobility to pursue studies): for those studying on an island different from their habitual residence, when the requested training offer does not exist on the island of registration or a place was not obtained there.
• Line 2 (mobility to complete the FEMPO): for those who must carry out the Training phase in a Company or Equivalent Organization on an island different from that of the educational center, due to a lack of available workplaces on the island of origin.

Students cannot be beneficiaries of both lines simultaneously, and the grants are incompatible with any other scholarship or subsidy of a similar purpose, including scholarships from the Ministry of Education, Vocational Training and Sports for residence and travel.

Amounts and financing

The credit initially assigned to the call is 60,000 euros, with a multi-annual character and fully charged to the 2027 financial year (item 13901 421G07 48000 00). The maximum amounts are as follows:

• Line 1, grade D: 2,500 euros per course.
• Line 1, grade E: 1,500 euros per course.
• Line 2: 3 euros for each hour of FEMPO completed on an island different from that of the center.

If the credit is not sufficient to meet all positively valued requests, a proportional pro-rata will be applied to the individual amount of each grant until the credit is exhausted. The instructing body is the General Directorate of Vocational Training and Educational Planning, and the resolution of the grant corresponds to the Minister of Education and Universities.

Deadlines and processing

Applications may be submitted from June 1, 2027, to August 5, 2027, preferably electronically through the Electronic Office of the Administration of the Autonomous Community of the Balearic Islands. Electronic submission is mandatory for grade D level 3 students and for grade E students. The calendar provides for the publication of the provisional resolution proposal on September 13, 2027, a hearing period from September 14 to September 28, 2027, and the final resolution, which will be published in the BOIB starting October 5, 2027.

The call, which is not considered a State aid as it concerns public education, aims to guarantee equal opportunities in access to the educational offer and promote the continuity of vocational training studies. For students from the minor islands, these grants are a key tool to compensate for insularity and make it possible for them to choose a center under conditions comparable to those of other students.
