FOGAIBA grants to compensate for the increase in agricultural diesel prices

The Agricultural and Fisheries Guarantee Fund of the Balearic Islands (FOGAIBA) has approved the call for grants for the year 2026 intended to compensate for the increase in the price of diesel purchased by agricultural producers, caused by the war in the Middle East. The resolution, signed by the president of FOGAIBA, Joan Simonet Pons, was published on September 8, 2026, in the Official Gazette of the Balearic Islands (BOIB) no. 112, section III, page 48878, with reference 8913.

The call is framed within the escalation of tension in the Middle East that began at the end of February 2026, which has disrupted international trade in the Strait of Hormuz and kept energy prices in high volatility. The measure is based on the Temporary Crisis Framework for aid in response to the crisis in the Near East (C/2026/2593), adopted by the European Commission on April 29, 2026, and on article 15 of Decree-law 1/2026, of April 1, which provides for a maximum budget of 750,000 euros for the agricultural sector.

Amount and quantity of the grants

The call allocates a maximum total amount of 750,000.00 euros, 100% financed by the Autonomous Community of the Balearic Islands (CAIB). The aid is granted through a subsidizable module of 0.10 euros per liter of agricultural diesel purchased, calculated on the additional cost of fuel between March 1 and June 30, 2026.

This regional aid is compatible with the state aid of 0.20 euros per liter provided for in article 46 of Royal Decree-law 7/2026, of March 20. The cumulative intensity of the two measures is 66.66% of the subsidizable costs, below the maximum limit of 70% established by the Temporary Framework C/2026/2593, so that no overcompensation occurs.

Who can apply and how

Natural or legal persons who are owners of an agricultural holding registered in the Regional Register of Agricultural Holdings (REA), who meet any of these requirements, may benefit:

• Being owners of an agricultural holding with priority status.
• Having benefited from any of the aids with intervention code 6613 in the 2025 or 2026 calls (compensatory payment for mountain areas or areas with specific limitations).

Applications must be submitted mandatorily by electronic means, through the telemetric procedure available at the Electronic Office of the Autonomous Community of the Balearic Islands. The submission period runs from the day after the publication of the resolution until October 2, 2026. The documentation must include, among others, the invoices for agricultural diesel purchased within the subsidizable period.

Processing and conditions

The instructing body is the FOGAIBA Grants Management Area, and the resolution of the files corresponds to the vice president of FOGAIBA for agricultural matters. The maximum deadline for issuing and notifying the resolution ends on December 31, 2026. Payment will be made via bank transfer, with prior authorization from the managing director.

The effectiveness of the resolution is conditional upon a favorable decision by the European Commission regarding the compatibility of the grants with the internal market, as the regime is pending this declaration. An administrative appeal (recurs d’alçada) may be filed against the resolution before the Minister of Agriculture, Fisheries, and Natural Environment within a period of one month.

This call represents direct relief for farmers and livestock breeders in the Balearic Islands, who have seen fuel costs rise persistently since the outbreak of the crisis in the Middle East. With a grant of 0.10 euros per liter, added to the state aid, the sector can recover up to two-thirds of the energy overcost, a key measure to maintain the viability of the archipelago’s agricultural holdings.
