Agricultura inicia la retirada de ayudas a doce empresas agroalimentarias

The Regional Ministry of Agriculture, Livestock and Natural Environment of the Junta de Extremadura has notified the initiation of the procedure for the declaration of the total loss of the right to receive the subsidy for twelve holders of agri-food companies, opening the hearing process. The agreement is published in the Official Gazette of Extremadura (DOE) No. 187, dated September 28, 2026, via an announcement dated September 18, 2026 (official reference 2026081575). Those affected have fifteen business days to submit allegations and documentation.

The procedure is based on Decree 27/2023, of March 29, published in DOE No. 84, of May 4, 2023, which establishes the regulatory bases for investment aid intended for the transformation and marketing of agricultural products and approves its first call for the 2023 financial year. The notification is issued in application of Article 29 and following of said regulation and Articles 45 and 82 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.

The announcement was signed in Mérida on September 18, 2026, by the Head of the Agri-food Industry Aid Service, Jesús Miguel Pérez Durán.

Fourteen files and twelve affected holders

The annex of the announcement lists fourteen files from the 2023 call, corresponding to twelve different holders, as two companies appear with two files each:

  • AG-23-005 — Central Hortofrutícola El Canito, SL
  • AG-23-062 — Embalses de Petit, SLU
  • AG-23-089 and AG-23-093 — Hermanos Arroyo Zapata, SL
  • AG-23-092 — Ducoy Olive Oil, SL
  • AG-23-095 — Molino de Zafra, SL
  • AG-23-099 and AG-23-102 — Juan del Pozo Sánchez, SL
  • AG-23-106 — Pasaron Fruit, SL
  • AG-23-118 — Sdad. Coop. Montevirgen
  • AG-23-123 — Prunusfruit, SL
  • AG-23-133 — Carnes y Elaborados Extremeños, SL
  • AG-23-154 — Cabello Martagón Pedro Antonio 00039454R, SLU
  • AG-23-163 — NCF AG Extremadura, SLU, due to a change in corporate name from Bain Extremadura, SLU

Fifteen business days and mandatory electronic processing

Interested parties may submit allegations and provide the documents and justifications they deem relevant within fifteen business days starting from the day following the notification. The full text, including the personalized keys for each file, is available in the individual notification on the LABOREO platform, while allegations shall be submitted through the ARADO platform, under the procedure “Presentación documentación ayudas FEADER NO SIG – INVERSIONES”.

Both natural and legal persons are obliged to interact through electronic means, in accordance with Article 14 of Law 39/2015 and Article 13 of Decree 27/2023.

A series of notifications open since August

This is not an isolated case. DOE No. 170, of September 2, 2026, published the announcement of August 26, 2026 (reference 2026081466) with the same purpose and a fifteen-day hearing period for two files: AG-23-121, regarding Troil Vegas Altas S. Coop., and AG-23-018, regarding Productos Silvestres Julián Martín, SL.

Furthermore, the aid line remains in the execution and justification phase: the 2025 call was structured through the Resolution of October 29, 2025, from the General Secretariat (DOE No. 227, of November 25, 2025), and in recent weeks, settlement requirements, corrections, and hearing procedures have been published regarding applications covered by the same decree.

The announcement does not detail the specific reasons for the loss of the right to payment nor the amount of the grants at risk, which must be specified in the resolution that concludes the procedure. For the Extremaduran agri-food sector, the simultaneous opening of fourteen reimbursement files regarding the 2023 call serves as a warning about the rigor required in the justification of investments subsidized with EAFRD funds, and opens a window of fifteen business days for the affected companies to defend their right to payment before the Administration resolves the matter.
