Por FactBox Admin

The Minister of Internal Administration, Luís António Trindade Nunes das Neves, has subdelegated to the secretary-general of the ministry, Ricardo Alberto Gasiba Carrilho, the competence to perform all acts of procedure no. 87/DSUMC/2026, the object of which is the acquisition of 20 outdoor containerized telecommunications shelters to restore the operational capacity of the SIRESP Network in the areas affected by storm Kristin. The decision is contained in Order no. 12487/2026, signed on October 7, 2026, and published in the Diário da República, 2nd series, no. 199, of October 14, 2026.
The order is based on information no. 30843/2026/SG/DSUMC/DCP, dated September 30, 2026, from the General Secretariat of the Ministry of Internal Administration, and invokes no. 3 of the Council of Ministers Resolution no. 90/2026, of May 7, which frames the State’s response to the consequences of the storm. The subdelegation is made with the power of further subdelegation and covers the awarding of the contract and its respective execution, under the terms of no. 1 of article 109 of the Public Procurement Code, approved in the annex to Decree-Law no. 18/2008, of January 29.
The acquisition of shelters is part of a set of procurements launched by the Ministry of Internal Administration to reinforce the resilience of emergency communications after the storm that hit the country in early 2026. The exceptional regime of administrative and financial simplification for reconstruction in the affected municipalities was created by Decree-Law no. 40-A/2026, of February 13, and amended by Decree-Law no. 191/2026, published in September.
What the order authorizes
- The acquisition of 20 outdoor containerized telecommunications shelters.
- The stated objective is to restore the operational capacity of the SIRESP Network in the areas affected by storm Kristin.
- The delegated competence covers all acts of the procedure, including the awarding of the contract and its execution.
- The secretary-general of the ministry may, in turn, subdelegate these competences.

- Enabling basis: no. 3 of the Council of Ministers Resolution no. 90/2026, of May 7.
- Procurement norm: no. 1 of article 109 of the Public Procurement Code.
- Process instruction: information no. 30843/2026/SG/DSUMC/DCP, of September 30, 2026.
- Deciding entity: Office of the Minister of Internal Administration; executing entity: General Secretariat of the Ministry of Internal Administration.
Background of the storm response
- Order no. 11616/2026, of September 10, published on September 22: identical sub-delegation within the scope of procedure no. 76/DSUMC/2026, also for 20 outdoor containerized telecommunications shelters.
- Order no. 11351/2026, of September 10, published on September 16: sub-delegation within the scope of procedure no. 77/DSUMC/2026, for the acquisition of 10 field communication towers intended to increase the resilience of the SIRESP Network.
- In the same issue of the Diário da República, the Council of Ministers Resolution no. 199/2026 includes SIRESP — Gestão de Redes Digitais de Segurança e Emergência, S. A. among the entities authorized to contract electricity for 2027, with a maximum value of €503,395.18 excluding VAT.
The order directly concerns the populations and emergency services of the areas affected by the storm, because the SIRESP Network is the infrastructure that supports the communications of the security and civil protection forces. By concentrating the conduct of the procedure in the secretary-general, the Ministry of Internal Administration seeks to accelerate the procurement of the equipment that should restore coverage in the areas where the operational capacity of the network was compromised.
