Por FactBox Admin

Adif abre información pública de expropiaciones para ampliar la estación de Santander

Adif is submitting for public review the list of assets and rights affected by the Construction Project for the Modernization and Expansion of the Santander Station Passenger Building, a preliminary step prior to the declaration of the need for occupation. The announcement is published in the Official Gazette of Cantabria on October 29, 2026, in section 5, dedicated to compulsory expropriation, with the official reference CVE-2026-8391 (pp. 55547-55548).

The procedure complies with articles 18 and 19.1 of the Compulsory Expropriation Law of December 16, 1954, and the corresponding articles of its Regulations, approved by decree on April 26, 1957. The open period is fifteen business days starting from the day following the publication of the announcement.

During this period, any person may provide in writing the appropriate data to rectify possible errors in the published list or oppose, for reasons of substance or form, the need for occupation. The announcement was signed in Madrid on May 25, 2026, by the Director General of Planning, Projects, and Construction, Luis Llamas Martínez.

Five properties, without land expropriation

The individualized list affects five properties within the municipality of Santander, identified by the key Y-39.0759 and numbered from 1000 to 1004. None require expropriation: all impact is divided between easements and temporary occupation.

  • Y-39.0759-1000 (cadastral ref. 4324035VP3142C0001IY): 1,139 m² of temporary occupation.
  • Y-39.0759-1001 (cadastral ref. 4324034VP3142C0001XY): 233 m² of temporary occupation.
  • Y-39.0759-1002 (Rampa de Sotileza street): 63 m² of temporary occupation.
  • Y-39.0759-1003 (Atilano Rodríguez street): 750 m², with 49 m² of easement and 701 m² of temporary occupation.
  • Y-39.0759-1004 (Castilla street): 362 m², with 8 m² of easement and 354 m² of temporary occupation.

Together they total 2,547 square meters: 57 of easement and 2,490 of temporary occupation, with no meters expropriated. The holders listed are the Santander City Council and Adif, the latter through its North Heritage and Urban Planning Area Management, located at the Bilbao-Abando station. No private owners are listed.

File consultation and submission of allegations

The expropriation documentation may be examined during business days and office hours at four locations:

  • Government Delegation in Cantabria, calle Calvo Sotelo 25, 39071 Santander.
  • Station Projects Directorate, calle Titán 4-6, 1st floor, 28045 Madrid.
  • Santander City Council, plaza del Ayuntamiento 1, 39002 Santander.
  • “Public Information” section of the Transparency Portal on the Adif website (www.adif.es).

Allegations must be addressed to the Station Projects Directorate at the indicated Madrid address, with the reference “Public information on the declaration of the need for occupation. Construction Project for the Modernization and Expansion of the Passenger Building of the Santander Station (Cantabria)”. They may be submitted through the General Electronic Registry of the General State Administration (rec.redsara.es) or the electronic office of Adif (sede.adif.gob.es).

The announcement is limited to the occupation phase and does not include a budget, construction schedule, or built surfaces of the project. Nor does it quantify compensation, which will correspond to the fair price determination phase.

The procedure confirms the formal start of the occupations linked to the station’s renovation and allows a margin of fifteen business days to review the list and file allegations. The impacts fall on municipal roads in the railway environment (Castilla, Atilano Rodríguez, and Rampa de Sotileza) and on land already owned by Adif, so the file does not include private owners, although it does condition the use of surrounding streets during the execution of the works.
