ADIF opens land expropriation for the Casilla de los Pinos station

The General Directorate of the Railway Sector has opened a public inquiry and summoned the owners of the assets and rights affected by the drafting of the preliminary records of the compulsory expropriation file 444ADIF2698, motivated by the construction works of the new Casilla de los Pinos station, in the municipality of Dos Hermanas (Seville). The resolution is published in the Official Gazette of the Province of Seville number 188, dated September 28, 2026, in the State Administration section, pages 155 and 156, with reference BOP-SE-2026-188033.

The Railway Infrastructure Administrator (ADIF) urged the initiation of the file on August 5, 2026, to obtain the land necessary to execute the works of the reference project, approved on December 18, 2025. This approval entails the declaration of public utility or social interest, the need for occupation of the affected assets, and the declaration of urgency thereof, in accordance with Law 38/2015, of September 29, on the Railway Sector, whereby the provisions of Article 52 of the Compulsory Expropriation Law of December 16, 1954, and the concordant provisions of its Regulation of April 26, 1957, are applicable.

The resolution bears the signature of the Director General of the Railway Sector, Carlos María Juárez Colera, and is dated September 17, 2026. The announcement is disseminated under the secure verification code MFOM023D44499436B354C632AED.

Fifteen business days to file objections

The General Directorate of the Railway Sector, under the General Secretariat of Land Transport of the Ministry of Transport and Sustainable Mobility, opens a public inquiry for a period of 15 business days, counted in the manner provided for in Article 17 of the Regulation of April 26, 1957. The holders of affected assets and rights and all other interested persons or entities may submit in writing to that department any objections they deem appropriate, in accordance with the Compulsory Expropriation Law and Article 56 of its implementing regulation.

The Expropriation Annex can be consulted at the ministry’s headquarters, in the Railway Expropriations Division (Paseo de la Castellana 67, 28046 Madrid); at ADIF-Alta Velocidad, Sub-directorate of Expropriations (Avenida Pío XII 110, Caracola 18, 28036 Madrid); in the respective city councils and sub-delegations or delegations of the Government affected; and electronically in the Public Participation section of the ministry’s website and in the Public Information section of the ADIF Transparency Portal.

This publication serves as notification for unknown interested parties or those with an unknown address for the purposes of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations. Notwithstanding, interested parties will be summoned to the act via individual notification.

Ten affected properties in Dos Hermanas

The file affects ten properties within the municipal district of Dos Hermanas, with their cadastral references, areas, and owners detailed in the annex. The total expropriation area is approximately 137,064 square meters, to which easements and temporary occupations are added.

• Y-41.0384-0201: Sem Iberia Investments, SL (Madrid), 20,541 m² of expropriation and 781 m² of temporary occupation; urbanized land.
• Y-41.0384-0202: Fasejo, SL and Manuel, Dolores and José Gutiérrez Zambruno, 24,973 m² of expropriation and 55 m² of temporary occupation; rural land.
• Y-41.0384-0206: Olives Foods Machinery, SLU, 17,526 m² of expropriation and 12 m² of temporary occupation; rural land.
• Y-41.0384-0210: Homeowners’ Association (Madrid), 4,391 m² of expropriation, 2 m² of easement and 3 m² of temporary occupation.
• Dos Hermanas City Council: owner of properties Y-41.0384-0203, Y-41.0384-0204, Y-41.0384-0205, Y-41.0384-0207, Y-41.0384-0208 and Y-41.0384-0209, with 69,633 m² of expropriation, 3,468 m² of easement and 6,097 m² of temporary occupation.

Drawing up of preliminary records on November 11

The announcement summons the owners to the drawing up of the records prior to occupation at the location designated by the Dos Hermanas City Council, on the days and times indicated in the annex. The appointment is set for November 11, 2026, at 10:00 AM for properties Y-41.0384-0201 and Y-41.0384-0202, and at 11:00 AM for properties Y-41.0384-0206 and Y-41.0384-0210.

The resolution is electronically signed by the Director General of the Railway Sector and is published in issue 188 of the provincial bulletin, corresponding to Monday, September 28, 2026.

The summons directly affects the owners of the land upon which the new Casilla de los Pinos station, a railway infrastructure in Dos Hermanas, will be built. The owners included in the annex must remain attentive to the individual summons and the period for filing objections, as the declaration of urgency implies the occupation of the assets once the preliminary records have been drawn up.
