Aceuchal approves the ordinance regulating the municipal recycling center

The Aceuchal City Council has definitively approved the Municipal Ordinance regulating the clean point, the full text of which is published in the Official Gazette of the Province of Badajoz number 159, dated August 20, 2026, via Announcement 3305/2026. The regulation, which will enter into force fifteen days after its publication, regulates the use and operation of the municipal waste deposit facility.

The ordinance was initially approved by the municipal Plenary on July 2, 2026, and subjected to public consultation for thirty days. Once the period elapsed without any claims or allegations being presented, the initial approval was automatically elevated to definitive, in accordance with articles 49 and 70.2 of Law 7/1985, of April 2, Regulating the Bases of the Local Regime.

Legal framework and location

The regulation is based on article 45 of the Spanish Constitution and on municipal competencies regarding waste management and public health, in relation to Law 7/2022, of April 8, on waste and contaminated soils for a circular economy. The clean point, authorized by the competent department as a mini-clean point, is located at 1 Eucalipto Street in Aceuchal, and constitutes a separate collection system complementary to the collection via containers on public roads.

Admissible waste and maximum quantities

The facility accepts domestic waste, whether hazardous or not, generated in homes, as well as waste from services and industries that does not derive from the company’s own activity. The entry of waste of industrial origin is prohibited, which must be managed through managers authorized by the regional administration. Admissible waste includes:

• Paper and cardboard, glass, plastic packaging, cartons (bricks), and cans.
• Textile waste, used cooking oils, and bulky waste (furniture, household goods, and mattresses).
• Household appliances, batteries, accumulators, fluorescent lamps, lead batteries, and empty aerosols.
• Solvents, paints, varnishes, ink and toner cartridges.
• Soil and rubble from minor construction and home repair works.

The deposit has limits per person and per day, such as a maximum of 10 kilos of paper and cardboard, 20 kilos of glass, 25 kilos of soil and rubble, 5 liters of oils, 2 household appliances, or 1 refrigerator. Food scraps, abandoned vehicles, dead domestic animals, agricultural and livestock waste, and explosive or flammable products are excluded.

Operation, schedule, and sanctioning regime

The service is provided Monday to Friday from 10:00 to 14:00 and from 17:00 to 21:00, and Saturdays from 10:00 to 14:00, with no service on Sundays and holidays. Deliveries are recorded in a logbook with the identification of the user, the nature and quantity of the waste, and a mobile clean point service is not offered. Infractions are classified as very serious, serious, and slight, with penalties of up to 3,000 euros, 1,500 euros, and 750 euros respectively, and they expire after five, three, and one year.

The ordinance, signed by Mayor Sergio Gordón Lozano, provides the municipality with a clear framework for waste management and recycling, in line with the objectives of the circular economy. Its entry into force will require residents and companies to adjust their disposal habits, with a sanctioning regime that ensures the correct use of the facility.
