Aceuchal approves the internal regulations for its seniors' center and dining hall
Por FactBox Admin

The Aceuchal City Council has definitively approved the Internal Regulations for its residential center for the elderly and the dining service, a text that organizes coexistence, the rights and duties of users, and the disciplinary regime of the care facility. The agreement was finalized after the public exhibition period ended without claims and is published in full in the Official Gazette of the Province of Badajoz No. 204, dated October 23, 2026, under reference Announcement 4209/2026.
From the Plenary to Enforcement
The Plenary of the Corporation, in its session on September 3, 2026, initially approved the regulations, which have become definitive as no allegations were presented. The text will be executive without further formalities once published in full in the provincial gazette and on the municipal notice board, and will enter into force in accordance with Article 70.2 of Law 7/1985, regulating the Bases of the Local Regime.
The document is based on Law 2/1994, of April 28, on Geriatric Assistance of Extremadura, which requires all centers for the elderly to have internal regulations endorsed by the competent regional body, and on Decree 298/2015, of November 20, on the authorization, accreditation, and Registry of Care Centers for the Elderly. An administrative appeal against the regulations may be filed before the Administrative Chamber of the High Court of Justice of Extremadura within two months from the day following publication. The announcement is signed by the mayor, Sergio Gordón Lozano.
A center for autonomous persons and Grade I
The regulations apply to the center located at 17 Reina Sofía Street, which serves autonomous persons and/or those with Grade I dependency, both in a residential regime and through the dining service and home-delivered meals. Those who meet the following requirements may apply for a place:
- Be over 65 years old or a pensioner over 60, with an exceptional reduction to 50 years in case of recognized disability.
- Be self-sufficient in basic activities of daily living.
- Not suffer from an infectious-contagious disease nor psychic or behavioral disorders that disrupt coexistence.
- Not have been sanctioned with expulsion from another similar center.
- Be Spanish and have resided in Extremadura for at least two years prior to the application.
- In the event of a tie, preference will be given to residents or natives of Aceuchal.
The procedure establishes specific deadlines: ten days to correct documentation, ten days to resolve, fifteen days to occupy the place—extendable by another fifteen—and one month of adaptation before consolidating the right. Unjustified absence exceeding seven days without prior notice results in the loss of user status.
Rights, duties, and menus
The text recognizes eleven basic rights, including respect for privacy and beliefs, accommodation in a double room, daily sustenance, laundry, participation in activities and representative bodies, visits, and the filing of complaints. The dining service guarantees lunch and dinner 365 days a year, with a single menu except for prescribed special diets and texture adaptation when chewing or swallowing is compromised.
Schedules are strictly defined: breakfast from 8:30 to 9:30 and afternoon snack from 17:00 to 17:30, for residents only; lunch from 13:30 to 14:30; and dinner from 20:00 to 21:00 in winter and from 20:30 to 21:30 in summer. Duties include paying the public price, complying with hygiene rules, wearing street clothes in common areas, and reporting absences; the consumption of alcohol and tobacco is strictly prohibited in all facilities.
Public prices and disciplinary regime
Amounts are referred to the municipal tax ordinances and the annual rates endorsed by the Junta de Extremadura, provided that monthly contributions do not exceed the maximum cost set by the autonomous community. Payment is made in advance within the first five days of the month, and debts may be demanded via enforcement through the Autonomous Collection Body of the Diputación de Badajoz. Podiatry, hairdressing, transport, telephone, and non-funded medications are excluded from the rate.
The disciplinary regime classifies infractions as minor, serious, and very serious, with sanctions ranging from a verbal warning to the suspension of voluntary activities for up to three months or a review of residency continuity. The Monitoring Commission handles serious cases, while the Admission Commission evaluates applications. The grading considers intent, the damage caused, repetition, and the user’s cognitive or health circumstances.
The regulation arrives in a context of demographic aging in the region and puts in writing the conditions for access and coexistence of a highly demanded municipal service. For the families of Aceuchal, the text provides a verifiable framework of rights and obligations and a regulated channel for claims against the center’s decisions.
