The territorial representative for Labor and Social Security of Bizkaia has registered, filed, and published the collective agreement of Acciona Agua Servicios, S.L., applicable to the workers of the cleaning, conservation, and maintenance of the sewage network contracted with the Bilbao City Council. The agreement was signed on June 22, 2026, and the resolution was issued in Bilbao on August 3, 2026; it was published in issue number 173 of the Boletín Oficial de Bizkaia on September 10, 2026.

The agreement is valid until December 31, 2028, and establishes salary tables applicable from May 1, 2024. The convention code is 48004931011999, and it has been published in the III section of the Administration of the Basque Autonomous Community, through the Department of Economy, Labor, and Employment.

Scope of application and validity

The agreement shall apply to all future and current workers, provided that their main activity is the maintenance and cleaning of the Bilbao sewage network. It will automatically expire on December 31, 2028, but the parties may begin negotiations six months prior; meanwhile, the convention will be extended in its entirety until replaced by another.

To resolve conflicts, the parties have decided to resort to the mediation and conciliation procedures regulated in the Preco II agreement before going to court. For this purpose, a Joint Parity Committee has been formed, consisting of three company representatives and three worker representatives.

Working day, schedules, and remuneration

Workers will have a 35-hour working week, from Monday to Saturday, according to the guidelines of the City Council’s Technical Services. Two shifts have been established:

  • First shift: starts at 7:00 and ends at 14:00.
  • Second shift: starts at 14:00 and ends at 21:00.

Those working a continuous shift will have a 30-minute break, which is counted as working time. Regarding holidays, 31 paid working days will be granted, divided into two shifts, from June to September.

In terms of remuneration, economic increases for the 2024-2028 period have been established, adding an additional increase of 1.5% for each Basque KPI. If the KPI is negative, the 1.5% increase will be applied starting from zero. The following bonuses are also included: night shift (25%), toxic, arduous, and hazardous (25%), attendance, transport (9.38 euros), and September assistance.

Social improvements and protections

The agreement includes several social improvements, among others:

  • Accident policy: compensation of 33,800 euros in cases of death or absolute or total permanent disability.
  • Retirement aid: 426.61 euros per year at age 60, and 224.53 euros at age 63.
  • Refundable loans: for those with more than one year of seniority, up to a maximum of 600 euros per year.
  • Sanitas medical insurance: 57.69 euros per month per worker.

If the number of workers with indefinite contracts falls below 90%, the company shall carry out the necessary hiring to restore that percentage. Likewise, occupational risk prevention and security measures have been strengthened, including the assessment of psychosocial risks.

An appeal against the resolution may be filed within one month before the Director of Labor and Social Security, in accordance with Law 39/2015. This agreement guarantees the essential functioning of Bilbao’s public sewerage service and establishes the working conditions and remuneration for employees until 2028.
