Abadiño has called for a police officer position through a free competitive examination process

The City Council of Abadiño has approved the general and specific bases to fill one concierge position through a free competitive-opposition process. Mayor Mikel Urrutia Galán signed Decree 2026-0780 on September 10, and the call was published in the Official Gazette of Bizkaia, issue 177, on September 16, 2026, in section II. The selection process has not yet begun: it will start after the extract of the call is published in the Official State Gazette.

The position is included in OPE 2024 and belongs to group C2 of the Special Services sub-scale of the Special Administration Scale. The characteristics of the post are recorded in the list of municipal posts: C2 hospital basic salary, level 11 destination, and B2B2 language profile, with a preceptivity date of December 31, 2022. The call takes the Public Employment Law (Law 11/2022) and the basic State regulations as references, and the council has ordered the bases to be published on the municipal website as well.

Duties and Requirements of the Concierge

The main duties of the position are the care and maintenance of buildings. The specific bases list the following tasks:

  • Caring for and maintaining facilities, repairing small breakages in lighting, plumbing, gardening, carpentry, glass, locksmithing, ironwork, and painting.
  • Opening and closing the building, and caring for the area excluded from the cleaning contract.
  • Attending to and informing the public, caring for premises and facilities, and maintaining order.
  • Controlling materials, machinery, tools, and vehicles, and assisting the municipal brigade in school districts.

The specific requirements for participation are:

  • Possession of a Compulsory Secondary Education title, basic vocational training, or equivalent.
  • Verification of the B2B2 Basque profile, with a preceptivity date of December 31, 2022.
  • Possession of a type B driver’s license.
  • Payment of an examination fee of 20.00 euros; unemployed persons are exempt.

Opposition and Competition

The opposition is worth a maximum of 70 points and will consist of two tests, both of which are mandatory and eliminatory:

  • First: a multiple-choice questionnaire, 25 points, with a minimum of 12.5 required. The syllabus contains 20 topics, 5 in the general block and 15 in the specific block.
  • Second: a practical test, 45 points, with a minimum of 22.5 required.

The competition is worth a maximum of 31.5 points and will only be open to those who have passed the opposition. Merits are valued as follows:

  • Experience: maximum 23 points, 0.021 points per day of service.
  • Qualification: maximum 5 points, higher training in the fields of electricity, energy, construction, mechanical manufacturing, installation and maintenance, and wood.
  • IT Certificates: maximum 1.75 points, 0.35 per certificate.
  • Training courses: maximum 1.75 points, 0.0175 per hour.

The competition score cannot exceed 40% of the maximum score of the process.

Calendar and Procedures

Applications must be submitted within a period of 20 calendar days, starting from the day following the publication of the extract in the Official State Gazette. The opposition tests cannot begin until at least one month has passed since the call was published in the Official State Gazette. Between each test, a minimum of 72 hours and a maximum of 60 working days must elapse, excluding August from this period.

The grades and lists of successful candidates will be published on the municipal notice board. Finally, the selected candidates must submit the documentation within a period of 20 calendar days, and the appointment will be published in the Official Gazette of Bizkaia. They will have a period of 15 working days to take up the position.

The qualifying tribunal will be appointed by decree of the mayor and will consist of at least three members, in addition to the president and the secretary. At least half of the members must hold a qualification in the same field of knowledge as the position, and there must be a balanced composition: in bodies with more than four members, each sex must have at least 40% representation. One member will be appointed upon the proposal of the Institute of Basque Public Administration.

The call opens the way to fill a permanent position in the municipal staff, and the entire process will be subject to general and specific requirements. Interested parties will begin counting the period from the publication of the extract in the Official State Gazette, and the actual selection process will begin thereafter.
