Ababuj sets the price of municipal electric charging at 0.30 euros

The Plenary of the Ababuj City Council has definitively approved the ordinance regulating the public price for the supply of electrical energy at municipal charging points for electric vehicles. The rate is set at 0.30 euros per kilowatt hour, and the regulation is published in the Official Gazette of the Province of Teruel, number 161, dated August 25, 2026.
The ordinance was approved by the Plenary in an ordinary session held on June 1, 2026, and was open to public inspection for 30 days without any claims being filed, thus acquiring a definitive character. It is based on Article 127 and Articles 41 to 47 of Royal Legislative Decree 2/2004, of March 5, which approves the Revised Text of the Law regulating Local Treasuries.
A single price per kilowatt hour
Article 13 of the ordinance sets the amount of the public price at 0.30 euros per kilowatt hour charged, regardless of the type and power of the connector. The energy supplied is measured digitally by the internal meter of the charging device, tested and approved according to MID regulations, and is indicated on the screen monitor.
The taxable event includes both the connection and consumption of electricity at the charging points as well as the use of the public road and the necessary infrastructure. Vehicles owned by the municipality of Ababuj (Teruel) are exempt from payment.
Rules for the use of reserved spaces
Spaces designated for charging are identified with green background horizontal signage, with a white perimeter and electric vehicle logo, and may only be occupied by electric vehicles for the duration of the charging process. Once charging is complete, the driver must remove the vehicle immediately; parking in these spaces is not permitted for non-electric vehicles or electric vehicles that are not utilizing the service.
Infractions and sanctions
The ordinance defines three degrees of infractions with their corresponding fines:
- Minor offenses: 100 euros, for occupying a reserved space, failing to remove the vehicle thirty minutes after the completion of charging, or failing to collect the cable.
- Serious offenses: 200 euros, for delaying the charging of the next user, failing to remove the vehicle after more than three hours, or negligently damaging the equipment.
- Very serious offenses: 500 euros, for completely preventing the charging of the next user, intentionally stealing or damaging the equipment, or the fraudulent use of the service.
The competent body to initiate and resolve the sanctioning procedure is the Mayor’s Office, which is processed in accordance with Law 39/2015, of October 1, on Common Administrative Procedure. Precautionary measures are provided for, such as the immobilization or removal of the vehicle from the public road, with the cost charged to the offender.
Entry into force will occur once the text has been fully published and the period provided for in Article 65.2 of Law 7/1985, of April 2, Regulating the Bases of the Local Regime, has elapsed. The regulation makes Ababuj one of the municipalities in Teruel that expressly regulate electric mobility, providing legal certainty to both electric vehicle users and the City Council itself in the management of its charging points and public space.
