A Xunta esgota o crédito do ES-Transforma para cooperativas e sociedades laborais

The Department of Employment, Trade and Emigration has declared the credit for the ES-Transforma program, the Xunta’s line of aid aimed at cooperatives and labor societies, to be exhausted. The decision was made public through the Resolution of October 19, 2026, from the General Directorate of Self-Employment and Social Economy, published in the Official Gazette of Galicia (DOG) number 205 on Tuesday, October 27, 2026, on pages 53826 and 53827, with the official reference CVE-DOG: ohalu4n2-4to0-z5j4-1ct3-ygwzfalnls03. The exhaustion means that applications arriving from now on cannot be processed.

The program was created by the Order of June 3, 2026, published in DOG number 116 on June 23, which established the regulatory bases for the aid and proceeded with its call for the 2026 annual period. The regulation identifies the procedure with the code TR802R and places its management under the General Directorate of Self-Employment and Social Economy, dependent on the department heading the Employment portfolio.

The order established a granting model under a non-competitive concurrence regime. Article 16.3 of the order was based on Article 19.2 of Law 9/2007, of June 13, which allows for the omission of priority between applications when the object and purpose of the subsidy do not require the comparison of projects, provided that the files are processed until the available budgetary credit is exhausted.

Two budget lines and two exhaustion dates

The resolution specifies that the funds ran out at different times depending on the budgetary application:

  • 14.04.324C.471.0: credit exhausted on September 21, 2026, with the application submitted at 13:10 hours.
  • 14.04.324C.771.0: credit exhausted on July 6, 2026, with the application submitted at 11:22 hours.

The text does not break down the amounts assigned to each line, but it does specify which uses each one covered. Application 14.04.324C.471.0 financed the eligible concepts numbers 1, 2, 3, 4, and 5 of Article 6 of the bases, in addition to the increases regulated in Article 7.2. For its part, application 14.04.324C.771.0 covered the concepts numbers 6, 7, 8, 9, 10, 11, 12, 13, and 14 of the same Article 6.

Order of entry as distribution criterion

According to Article 16.4 of the Order of June 3, 2026, the files were resolved by the order of the entry registration of the submitted applications. The resolution introduces a relevant clarification for those who had to correct documentation: in cases where the applicant was required to amend errors or omissions, the entry registration date is understood to be the date on which the requirement was correctly fulfilled or the document subsequent to the application was provided. This criterion determines which applications fall within the credit and which fall outside.

The closure of the line is based on an express provision of the bases. Article 28.2 of the order establishes that, in the event that the call’s credit is exhausted before the application deadline, the granting body shall agree to the inadmissibility of applications and shall publish this circumstance in the Diario Oficial de Galicia and on the department’s website. The publication of this resolution is, precisely, the fulfillment of that dissemination mandate.

Appeals against the resolution

The resolution, signed by the general director Marta Vázquez Guzmán, ends the administrative route. Two paths are available against it:

  • Optional appeal for reversal (recurso potestativo de reposición) before the body that issued it, within a period of one month from the day following its publication in the DOG.
  • Contentious-administrative appeal before the Contentious-Administrative Chamber of the Tribunal Superior de Xustiza de Galicia, within a period of two months counted from the same date.

The resolution itself clarifies that the contentious-administrative appeal cannot be filed until the appeal for reversal is expressly resolved or until its presumed rejection occurs.

What this means for applicants

The exhaustion of the credit leaves cooperatives and labor societies that have not yet submitted their application, or did so after the indicated dates, without financing, and sends a signal of pressure to the sector regarding a line intended to accompany the processes of constitution, transformation, and consolidation of these entities. The 2026 call is thus closed via budgetary means, not by the end of the deadline, and any new aid for this type of company will now depend on a future call or a credit extension that the DOG does not include at this time.
