The Xunta will compensate for individual school transport for students without service

The Xunta de Galicia will economically compensate the families of students entitled to school transport who, due to exceptional circumstances, cannot make use of the services contracted by the autonomous Administration. The Order of September 17, 2026, from the Ministry of Presidency, Justice and Sports, published in the Official Gazette of Galicia (DOG no. 181, of September 23, 2026), establishes the regulatory bases for these grants, processed under the procedure code IF306A. The ordinary deadline to submit the application is one month starting from the day following its publication.

The regulation bears the signature of Minister Diego Calvo Pouso and is justified by the Galician population dispersion, which necessitates concentrating the educational offer and guaranteeing the free displacement of students. The order invokes Organic Law 2/2006, of May 3, on education, Decree 203/1986, of June 12, which provisionally regulates certain aspects of school transport, and Decree 13/2022, of February 3, on the admission of students to centers supported by public funds. The granting will be direct and without competition between applicants, and will be financed from budget application 05.08.423A.223.08 of the general budgets of the Autonomous Community.

The call covers students in the second cycle of early childhood education, primary education, compulsory secondary education, special education, and basic vocational training cycles schooled in public centers dependent on the Ministry of Education, Science, Universities and Vocational Training. As a general requirement, the family home must be outside the urban center where the school is located and at a distance greater than two kilometers, measured by the shortest walking route according to Google Maps references.

Who can apply for the grants

Applications may be submitted by the fathers, mothers, guardians, or legal representatives of the students enrolled in each school year. The order admits these scenarios:

• Being unable to make use of school transport for objective reasons, such as topography, the width of the roads, or the size of the vehicles used.
• Being schooled in a center other than that of the influence zone with a report of forced schooling or from the specific orientation team.
• Presenting special requirements that prevent or discourage the use of school transport, duly accredited.
• When the Xente Nova card, or other analogous municipal cards, does not cover the totality of the trips.

Students schooled in a center other than the one corresponding to them by center assignment or preference of the parents’ workplace, which falls under the freedom of choice of center, and those who receive other compensations that cover the total expense, are expressly excluded.

Three types of compensation and their amounts

The amount is established according to the cause motivating the aid and the means of transport used:

• Type 1: use of regular public road transport or train; the price of the ticket or pass will be paid.
• Type 2: vehicles of members of the family unit; €0.26 per kilometer traveled, with a guaranteed minimum of €5 per day of class attendance.
• Type 3: taxi or VTC vehicles; minimum amount of €3.75 per trip and €1.25 per kilometer, with a minimum of 10 kilometers of service per trip.
• Companion supplement: €22.54 per hour, with one hour guaranteed per day and a maximum of two.

The order establishes a priority between typologies: compensation of type 3 will not be granted when the service can be provided via types 1 or 2, nor type 2 when type 1 is sufficient. Exceptionally, compensations of type 1 and 2 may be authorized simultaneously.

Deadline, resolution and payments

The application is single per family, includes all schooled daughters and sons, and is preferably submitted electronically using the standardized form (Annex I) at the electronic headquarters of the Xunta de Galicia. The competence to resolve corresponds to the head of the General Directorate of Mobility, by delegation of the department, within a maximum period of three months; after this period without an express resolution, applications may be understood as rejected by administrative silence. Payment is made in bimonthly payments for expired monthly periods in the months of November, January, March, May, and July. An optional appeal for reversal may be filed against the order within one month, or a contentious-administrative appeal within two months before the Superior Court of Justice of Galicia.

The measure provides material coverage for the right to education of students living in depopulated areas, with inadequate access roads or with needs for adapted vehicles, and replaces the school transport service that the Xunta provides free of charge. For rural families, the aid prevents the lack of a route or a nearby stop from becoming an economic obstacle to attending class.
