The Mancomunidade de Concellos da Comarca de Ourense has opened the voluntary collection period for the water supply service fee and the Xunta de Galicia water canon corresponding to the second quarter of the 2026 fiscal year. The announcement, published in the Boletín Oficial da Provincia de Ourense on September 11, 2026, affects taxpayers in the municipalities of Paderne de Allariz and Parada de Sil, and sets the payment deadline between September 1 and November 3, 2026.

The measure was approved by the municipalities themselves and is made known through the public exhibition of the tax roll, which will be available to interested parties at the office of each municipality for a period of one month from the publication of the announcement.

Collection period and method of payment

The voluntary collection period for this tax is set from September 1 to November 3, 2026. Receipts that are not direct-debited from bank accounts will be sent by mail to the taxpayers’ addresses so that they can be paid at the bank offices indicated therein.

  • Non-direct-debited receipts are sent by mail to the taxpayer’s address.
  • In the event they are not received by the indicated dates, one should go to Catoure S.L., at Noriega Varela street, no. 6, ground floor, Ourense.
  • The means of payment are those established in articles 33 to 41 of the General Collection Regulation (R.D. 939/2005, of July 29).

Appeals and enforcement procedure

Against the act of approval of the tax roll and the liquidations incorporated into it, taxpayers may file an appeal for reversal before the mayor within one month from the day following the end of the public exhibition, or a contentious-administrative appeal within two months before the Contentious-Administrative Court of Ourense, provided that both avenues are not pursued simultaneously.

Once the voluntary payment period has elapsed, debts will be demanded through the enforcement procedure, with the application of the corresponding surcharge, late-payment interest and, where applicable, any costs incurred. The non-receipt of the payment document does not exempt the obligation of payment during the voluntary period, and it is the taxpayer’s responsibility to request it if it is not received.

Xunta Water Canon

In accordance with article 49.7 of Decree 136/2012, of May 31 (DOG no. 119, of 06-22-2012), it is warned that failure to pay the water canon during the voluntary period will result in its direct demand from the taxpayer via the enforcement procedure by the department competent in treasury matters of the Xunta de Galicia. The repercussion of the canon may be subject to an economic-administrative claim before the corresponding body of the Autonomous Community of Galicia within one month from the publication of the announcement in the BOP.

The announcement, signed in Paderne de Allariz on August 27, 2026, by the president of the Mancomunidade, José Antonio Blanco Pérez, bears the reference R. 2.101.

The opening of this collection period directly affects all taxpayers of the two municipalities, who must be attentive to the deadlines and the receipt of bills to avoid surcharges and late-payment interest. The demand for the water canon through enforcement proceedings, managed directly by the Xunta, reinforces the need to regularize payment within the voluntary period.
