The Provincial Council increases the grant to Concepción Arenal to 23,900 euros

The Provincial Council of Lugo increases from 5,000 to 23,900 euros the exceptional grant awarded to the Concepción Arenal Penitentiary Association for a motivational program aimed at inmates in penal centers. The correction is published in the Official Gazette of the Province of Lugo no. 255, Friday, November 6, 2026, under reference R. 2993, and amends the announcement disseminated in BOP no. 248 on Thursday, October 29, 2026. The announcement is signed in Lugo on October 30, 2026, by the provincial deputy Pablo Rivera Capón, p.d. Decree dated 14-01-2026, on behalf of the president.

The legal framework of the rectification

The correction is processed in compliance with Article 18 of Law 38/2003, of November 17, General Law on Grants, Article 30 of Royal Decree 887/2006, of July 21, which approves the Regulation of the aforementioned law, and Article 11 of the General Grant Ordinance of the Provincial Council of Lugo.

The document rectifies the list of direct, nominative, and exceptional grants processed by the Economic and Social Promotion area, Social Welfare Section, corresponding to the third quarter of the year 2026. The original list was published in BOP no. 248 on October 29, 2026 (R. 2926).

According to the official format of the announcement, each line identifies the beneficiary entity with its CIF, the type of grant, the object or activity, the budgetary application, the amount, the number of years, and the approving body. In the case of the two rectified grants, the application is 2314.48911, the type is “Exceptional”, the number of years is 1, and the approving body is the Presidency.

What the announcement says and what it should say

The text publishes two opposing tables, “Where it says” and “It should say”, which affect only two lines of the third-quarter list:

• Down Syndrome Assoc. (CIF G-27202043), for the World Down Syndrome Day gala and the 30th anniversary of Down Lugo: changes from €5,000.00 to €2,000.00.
• Concepción Arenal Penitentiary Assoc. (CIF G-27119809), for “Motivation for change: Motivational program aimed at inmates in penal centers”: changes from €5,000.00 to €23,900.00.

The rest of the document reproduces the same data as the original announcement: entity, CIF, type of grant, object, budgetary application, and approving body. Neither the object of the aid nor its exceptional nature are modified.

A grant multiplied by nearly five

The aid to Concepción Arenal is the one that undergoes the most profound change: it goes from 5,000 to 23,900 euros, meaning it is multiplied by 4.78 and increases its amount by 18,900 euros. The funded program maintains the same wording in the corrected announcement, focusing on the motivation for change for inmates in penal centers.

Taken together, the balance of the rectification is an increase of 15,900 euros: the two grants totaled 10,000 euros in the list published on October 29 and now total 25,900 euros in the definitive version.

Another correction in the same bulletin

BOP no. 255 contains a second correction of errors, R. 2992, referring to the list of direct grants from the Women and Equality area, Equality Section, corresponding to the second quarter of 2026. In this case, the affected entity is the Asoc. de Mulleres con Discapacidade de Galicia (CIF G-70223417), for the project «VIO 9: Ver para erradicar», which increases from €5,200.00 to €6,500.00, an increase of 1,300 euros.

Both announcements follow the same procedure: publication of the direct grants awarded and rectification through an express comparison between the published text and the correct text, with the signature of the provincial presidency.

Why it matters

The rectification has a direct effect on two third-sector entities in the province and on the provincial budget: the program in penal centers by Concepción Arenal goes from being a minor grant to being among the highest exceptional grants in the list, while Down Lugo loses 60% of the amount initially published. For the beneficiary entities, the announcement of November 6 is the valid reference for justifying expenses and collecting the grants, meaning that any management must now be based on the corrected figures and not on those from the BOP of October 29.
