Por FactBox Admin

The Provincial Council of A Coruña is allocating 900,000 euros to finance the cleaning of seaside beaches in the province’s municipalities during the 2027 season. The call for applications was approved by Resolution number 43072, dated October 6, 2026, from the provincial Presidency, and is published in the Official Provincial Gazette number 200 this Tuesday, October 20, under announcement number 2026/6693. The deadline for submitting applications is now open and ends on November 20 at 2:00 PM.
The aid line is part of program MA100/2027 and is processed under a competitive bidding regime, in accordance with Law 38/2003, of November 17, General Law on Subsidies. The extract of the call publishes the identifier BDNS 935447 and refers to the full text deposited in the National Subsidies Database. The regulatory bases governing the program were already published in the Official Provincial Gazette number 197, of October 15, 2026, signed by the president of the Council, Valentín González Formoso, and the general secretary, Miguel Iglesias Martínez.
The total allocation amounts to 900,000.00 euros, charged to item 0520/17222/46201 of the 2027 ordinary budget, and the amount may be changed via budget modification. Each beneficiary municipality will receive between a minimum of 6,768.00 and a maximum of 33,840.00 euros, with a financing coefficient of 1.00 and the possibility of covering up to 100% of the eligible expenditure budget.
Which expenses can be financed
The objective is to sustain the cleaning expenses of the seaside beaches within the municipal term carried out between April 1 and October 31, 2027; expenses after that date cannot be charged. The following concepts are included in the subsidy:
- Wages, salaries, and Social Security contributions of the personnel dedicated to cleaning.
- Consumable materials: clothing, cleaning products, fuel, and similar.
- Rentals and fees, as well as small repairs and maintenance.
- Work carried out by other companies, i.e., the outsourcing of the service provision.
The grants are compatible with other subsidies or income for the same purpose, but the same objective already financed by the Provincial Council in the same financial year through a nominative subsidy is excluded.
Scale: beach surface area and population
The evaluation of applications distributes up to 100 points between two criteria, using surface area data provided by the Xunta de Galicia and population data from the National Statistics Institute:
- Total surface area of the municipality’s beaches, up to 70 points: 30 points for up to 5,000 square meters, 40 between 10,001 and 25,000, 55 between 100,001 and 200,000, and 70 above 400,000 square meters.
- Official population, up to 30 points: 23 points for up to 3,000 inhabitants, 25 between 5,001 and 10,000, and 30 above 30,000.
The score is translated into a percentage of the requested contribution: 53 points are equivalent to 53%, and each additional point adds one percentage point up to 100%. Any remainders will be corrected by proportionally increasing or decreasing the assigned amounts.
Deadlines, advances, and justification
The processing is entirely electronic through the SUBTEL platform, accessible from the electronic office of the Deputación. The fixed calendar is as follows:
- Applications: from 08:00 on October 20, 2026, until 14:00 on November 20, 2026.
- Justification: from the day following the publication of the final award resolution until March 31, 2028, at 14:00.
- Payment: grants exceeding 15,000 euros are prepayable, with a 50% payment after notification of the award and the remainder after justification.
Councils must present a service report, certification of the application agreement, a report from the local Secretariat on the nature of the job position, and accreditation of being up to date with the Treasury and Social Security. They also commit to publicizing the provincial funding and using Galician in all communication regarding the subsidized activity.
A continuous line for the beaches
The call continues a line of aid that the Deputación justifies by the environmental, tourist, and economic weight of the beaches, and which is part of the provincial strategic subsidy plan 2025-2027. For the smallest councils, whose beaches total many square meters but whose population is small, the scale combines both factors and allows for the coverage of a seven-month season with own staff or external contracting. The decision directly affects the hygienic-sanitary quality of the beaches and the conservation of the biodiversity of the A Coruña coastline.
