The Deputación da Coruña allocates 500,000 euros to the Galician language in the municipalities

The Provincial Council of A Coruña has approved the regulatory bases for the FONL/2027 program, the subsidy line intended to finance technical personnel for linguistic normalization in the municipalities and other local entities of the province. The call, endowed with 500,000 euros and a maximum of 20,000 euros per beneficiary, is published in the Official Gazette of the Province of A Coruña (BOP) number 198, of October 16, 2026, under announcement number 2026/6532.

The bases were approved by resolution of the Presidency and are processed under a non-competitive concurrence regime, in accordance with article 19.2 of Law 9/2007, of June 13, on subsidies in Galicia, and article 12.2 of the General Ordinance on subsidies and transfers of the Provincial Council of A Coruña. The call is part of the provincial strategic subsidy plan 2025-2027, approved by the Plenary of the Corporation in the ordinary session of September 27, 2024.

The legal framework invoked by the Provincial Council includes the Statute of Autonomy of Galicia of 1981, Law 3/1983, of June 15, on linguistic normalization, Law 5/1997, of July 22, on local administration in Galicia, the European Charter for Regional or Minority Languages, the General Plan for the normalization of the Galician language (approved by Parliament on September 21, 2004) and the Ordinance on the use of the Galician language in the Provincial Council of A Coruña (BOP no. 186, of September 29, 2017).

Figures and financing

• Amount of the call: 500,000 euros, expandable if adequate and sufficient credit exists.
• Budgetary application: 0116/3344/46201.
• Maximum contribution per municipality, grouping, association, or local entity: 20,000 euros, for full-time and annual duration.
• Coverage: from 20% to 80% of the budget of eligible expenses, with a maximum financing coefficient of 80%.
• Calculation reference for full-time: 54.79 euros per day.
• Eligible expenses: accounts 640 (salaries and wages) and 642 (Social Security borne by the entity).

Who can apply and under what requirements

• Municipalities of 5,000 or more inhabitants, groups of municipalities, and other local entities that, among their members, reach this minimum figure.
• In municipalities with a large population (Title X of Law 7/1985, of April 2), only those with more than one linguistic normalization technician may be beneficiaries.
• Only one application per municipality or entity is permitted; it is incompatible to submit it individually and as a group at the same time.
• The personnel must be employees of the municipality, civil servants or contractual staff, permanent or temporary; service contracts are not permitted.
• Professional category of linguistic normalization technician, with a Degree in Galician Language, a Bachelor’s Degree in Galician-Portuguese Philology, Galician Philology, or Hispanic Philology (Galician-Portuguese subsection).
• In the case of new hires, a civil servant category of group A1 or contractual category I is required.

Deadlines, justification, and obligations

• Subsidized period: from January 1 to December 31, 2027.
• Justification: from January 1, 2028, until March 31, 2028, at 2:00 PM.
• The award will be provisional and definitive, approved by resolution of the presidency, through an abbreviated procedure and without the intervention of an evaluating body.
• The grants are compatible with other subsidies for the same purpose, but incompatible with other lines from the Deputación to finance the same personnel.
• Beneficiary entities must promote the Deputación brand, use Galician in all communication of activities, and participate in the training actions of the Language Area.
• Processing is carried out through the SUBTEL platform.

The call comes in a context in which, according to the bases themselves, the Galician language “continues today to experience a situation of evident social inequality.” The program seeks to reinforce the professional profile of the jobs and improve the use of Galician both in the administration and in the relationship with the citizenry, respecting municipal autonomy. For the municipalities of the province, it represents a stable means of financing the linguistic normalization service throughout the 2027 financial year.
