The Provincial Council of A Coruña has approved the regulatory bases for Program FO203/2027 of grants to non-profit entities for the implementation of cultural activities during the year 2027, endowed with 1,200,000 euros. The Presidential resolution was published in the Official Gazette of the Province of A Coruña number 208, on October 30, 2026, under announcement number 2026/6964, with the full text of the bases on pages 1 to 9.
A line of continuity for the associative fabric
The bases support the development of cultural projects and activities in the province of A Coruña by non-profit entities, and are part of the provincial strategic grant plan of the Council 2025-2027, approved by the Plenary of the Corporation in an ordinary session on September 27, 2024. The program responds to Strategic Objective 7—to support, promote, and disseminate culture and training within the provincial scope—and to operational objectives O.36, O.38, and O.39, the latter dedicated to the promotion of the Galician language and culture.
Management corresponds to the Culture, Equality, and Civil Rights Service, through the Culture Section, with a budget application 0612/3341/481. The call includes four types of entities, with a minimum amount per project of 3,000 euros:
- Modality A: cultural entities, up to 30,000 euros, with two subtypes depending on whether they operate only in the province (A1) or inside and outside of it (A2).
- Modality B: neighborhood and leisure entities, up to 10,000 euros.
- Modality C: associations of a pedagogical nature, up to 10,000 euros.
- Modality D: social and welfare entities, up to 10,000 euros.
The requested amount must be between 20% and 80% of the eligible expenditure budget, with a variable financing coefficient within that same range.
What can be financed and what is excluded
Current expenses linked to the activity will be eligible for grants—purchase of non-inventoriable goods, work commissioned to other companies, rentals, transport, advertising, salaries and social security, among others—never inventoriable goods. If the entity contracts more than 15,000 euros, VAT excluded, with the same provider, it must request three quotes. The rental of the social premises is only justified with a minimum of twenty annual cultural activities and cannot exceed 50% of the total expenditure.
The following are excluded, among others:
- Maintenance and accommodation expenses.
- General expenses of the entity, including the maintenance of the website and social networks.
- Protocol attentions (medals, plaques, trophies).
- Inventoriable material, financial and management expenses.
- Historical fairs and medieval markets, gastronomic festivals, and leisure trips.
- Sporting or tourist activities, or performances awarded within the Cultural Network.
Foundations, ANPAS, professional associations, polyphonic choirs, music bands, and traditional music entities, which have their own lines (FO213 and FO215), may not apply.
Deadlines, scoring system, and obligations in the Galician language
Activities must be executed between January 1 and December 31, 2027, although supporting documents issued before January 16, 2028, will be accepted for end-of-period expenses. The grant will be awarded through a competitive process, and the evaluation will be carried out by a technical commission of three experts, appointed by resolution of the Presidency and published in the provincial bulletin.
The scoring system distributes up to 30 points for direct data evaluation —financing coefficient, resources and structure, dissemination media, and socio-cultural collaboration— and up to 70 points from the technical commission, with 20 for the entity’s trajectory, 40 for the project’s interest, and 10 for the social focus. Applications that do not reach 40 points, of which 20 must come from the technical commission, are excluded.
Obligations include maintaining the official website in Galician, labeling all informative materials in Galician, and disseminating the Deputación logo. The justification, via a simplified justification account, will close on March 31, 2028, at 2:00 PM.
The deadline for submitting applications is not listed in these rules: it will be determined in the call for applications, which will be published in the BOP through the National Grants Database. The rules were signed in A Coruña on October 26, 2026, by the president, Valentín González Formoso, and the general secretary, Miguel Iglesias Martínez.
