The Provincial Council expands the pool of interim staff for the Secretariat-Intervention

The Provincial Council of Ourense has approved the call for a selection process to expand the job bank intended for the provision, through interim appointment, of positions reserved for local administration officials with national qualification from the Secretariat-Intervention subscale of the local entities of the province. The decision was adopted by the Presidency of the Council through Resolution number 2026/12921, dated September 2, 2026, published in the Official Gazette of the Province of Ourense on September 15, 2026.

The process will be carried out through a competitive examination (concurso-oposición) system and interested persons will have a period of 10 business days to submit their applications, counted from the day following the publication of the announcement in the Official Gazette of Galicia (DOG), after the full publication of the rules in the BOP of Ourense.

Context and background

This expansion stems from the interim job bank established in 2025, approved by the Resolution of the Presidency of the Provincial Council of Ourense nº 2025/9317 (BOP of Ourense nº 111, of June 12, 2025). The new call will allow the consolidation into a single list of the scores of the applicants already included in the current job bank and those of new candidates who pass the process.

The resulting job bank will be valid until June 12, 2029, the date on which the four years provided for in the initial call are completed. Applicants already integrated into the current list may apply again for the examination phase to improve their score, without it being eliminatory, and update the merits of the competition phase.

Requirements and phases of the process

To be admitted, applicants must meet the following general requirements:

• Hold Spanish nationality and be at least 16 years of age, without exceeding the compulsory retirement age.
• Possess the university degree required for entry into the bodies of subgroup A1.
• Not have been dismissed from service nor be in a situation of disqualification from exercising public functions.
• Accredit knowledge of the Galician language through Celga 4 or equivalent, or pass the Galician test to be administered by the tribunal.

The selection process will develop in two phases:

• Examination phase: a test of 60 questions with four alternative answers, in a maximum time of 120 minutes, valued from 0 to 60 points and with a minimum of 30 points to pass. It is eliminatory.
• Competition phase: assessment of merits, with up to 20 points for the length of service provided (0.0055 points per day worked) and up to 20 points for passing exercises in previous selection processes.

Operation of the job bank and adhesion of the councils

Local entities interested in filling the position of Secretary-Intervention through this pool must send a request to the Deputación signed by their mayor-president, certifying that the vacancy could not be filled through ordinary procedures and that they adhere to the selection process under cooperation and assistance functions.

Once the request is received, applicants in “available” status will be contacted according to the order of scoring, and they must express their willingness to opt for the position within 24 hours. Failure to respond or an unjustified refusal will result in being moved to the last place in the pool, and repeated refusal will lead to definitive exclusion.

Relevance of the call

This extension is key for the small councils of the province of Ourense, which depend on the interim pool to guarantee the coverage of Secretary-Intervention positions when there are no available permanent officials. The new consolidated list, ordered by score, will allow for the streamlining of appointments and ensure the provision of administrative and treasury services in local entities during the validity of the pool.
