350,000 euros in grants to the town councils to boost commerce in Ibiza

The Executive Council of the Island Council of Ibiza, at an extraordinary session on 11 August 2026, approved the call for subsidies to town councils for the promotion of local commerce and crafts and business entrepreneurship on the island, with a maximum allocation of €350,000. The resolution was published in the Official Bulletin of the Balearic Islands (BOIB) No. 101, of 13 August 2026, in Section III on other provisions and administrative acts (document No. 8171).

The subsidies cover public actions to boost commercial and craft activity and to foster entrepreneurship carried out between 1 July 2025 and 30 June 2026, both inclusive. The procedure is processed under a competitive non-comparative regime: applications will be dealt with in order of entry until the credit assigned to each municipality is exhausted. The allocation, provided for in the Strategic Subsidies Plan 2026-2028 (approved by agreement of the Executive Council of 12 December 2025, published in BOIB No. 2, of 31 January 2026), is charged to budget item 4220.46204, with credit retention No. 2/2026000000271, and is recorded in file No. 2026/00004627-V.

How the funds are distributed

The distribution is made by direct proportional allocation: 60% according to the commercial percentage of each municipality, in accordance with the Commercial Census of June 2018 commissioned by the Council, and 40% according to the number of inhabitants (INE 2025). The maximum amounts per town council are:

• Ibiza: €154,214.20
• Santa Eulària des Riu: €83,722.10
• Sant Antoni de Portmany: €55,684.30
• Sant Josep de sa Talaia: €46,248.30
• Sant Joan de Labritja: €10,131.10

If a town council does not exhaust its credit, the surplus amount is distributed proportionally among the remaining municipalities. The subsidy finances up to 65% of eligible expenses and is compatible with aid from other public or private entities, but not with other aid granted by the same Island Council of Ibiza.

Eligible activities and expenses

The following are eligible for aid: actions to boost local commerce, improve the sector’s image and training, promote crafts, and encourage entrepreneurship. The fundable expenses include:

• Studies and commercial action programmes with a direct impact on the revitalisation or cataloguing of emblematic commerce.
• Commercial training activities, in-person or digital, and communication, advertising, commercial promotion and window-dressing actions.
• Implementation of marketing platforms and websites for commercial areas.
• Development of commercial or craft markets and fairs and events to promote entrepreneurship and employment.
• Promotional material and expenses derived from compliance with waste regulations to eliminate plastics.

At craft fairs, at least 60% of participants must hold the Council’s artisan or master artisan card, or have it in process. Excluded are construction costs, the acquisition of inventoriable equipment, the rental of premises, recoverable VAT, costs of the entity’s own staff, and those related to encouraging the consumption of second-hand products.

Deadlines and processing

Applications, using the standard form in Annex 1 and the supporting documentation (Intervention report and certificates from the secretariat of each corporation), must be submitted to the electronic office of the Consell Insular d’Eivissa, addressed to the Industry service of the Department of Economic Promotion, Municipal Cooperation and Human Resources. The submission period will be 15 working days from the day after the publication of the extract of the call for applications in the BOIB, upon which the effectiveness of the call depends.

The evaluation committee designated in the resolution is made up of Marta Díaz Pascual (chair), Conchita Rebollo Laserna (alternate chair), Isabel Navas Rubio (secretary), Eulalia Guasch Torres (alternate secretary), and the members Nuria del Río Pinto, Iván Romera Gómez, María Goretti Costa Ferrer, José Antonio Ribera Reyes, Rebeca González-Moro and Carmen Torres Roig. The maximum period for resolving and notifying is six months from the publication of the extract, and payment will be made by bank transfer once the final grant award decision has been issued.

The call reinforces the role of town councils as drivers of local commerce, traditional crafts and business creation on the island, with objective distribution criteria based on the commercial and demographic weight of each municipality. Shops, artisans and entrepreneurs in Ibiza will be the final beneficiaries through the actions promoted by their councils during the eligible period.
