320,000 euros for livestock biosecurity against tuberculosis

The Department of Agriculture, Livestock, Fisheries and Food has opened a call for grants of 320,000 euros to finance the installation of biosecurity infrastructures in livestock farms for bovine, ovine, caprine, and equine species, as part of the fight against tuberculosis. The call is approved by Resolution ARP/3076/2026, of August 4, published in the Official Gazette of the Generalitat de Catalunya (DOGC) no. 9742, of September 1, 2026, and signed by the Minister Òscar Ordeig i Molist.

The call derives from the regulatory bases approved by Order ARP/134/2025, of July 31, modified by Order ARP/128/2026, of June 29. The grants, under the de minimis regime, are governed by Commission Regulation (EU) 1408/2013 and do not require notification to the European Commission. The granting process is handled under a competitive bidding regime, with the Animal Health Service as the instructing body and the Directorate General of Agriculture and Livestock as the resolving body.

Purpose and amount of the grants

The purpose of the subsidy is to finance expenses generated by livestock farm owners to make investments that improve biosecurity systems and minimize contact with wildlife, as part of the fight against tuberculosis. The maximum amount of 320,000 euros is distributed as follows:

300,000 euros for ruminant farms (bovine, ovine, and caprine), of which 240,000 euros are allocated to the actions in points 9.1 to 9.8 and 60,000 euros to points 9.9 and 9.10.
20,000 euros for equine farms, to cover the actions in points 9.1 to 9.10.

The subsidy amount can reach up to 80% of the activity budget, with a maximum of 20,000 euros per beneficiary. The total amount of de minimis aid that a company can receive cannot exceed 50,000 euros over a three-year period.

Eligible actions

Eligible actions consist of the acquisition and installation of elements intended to reduce contact between livestock and wildlife:

Fixed or mobile drinking troughs, with a minimum height of 60 centimeters and systems to prevent spills.
Conditioning of existing drinking troughs and water collection points, or construction of new collection points.
Fixed or mobile feeders, with a minimum height of 60 centimeters.
Sanitary protection fences, with a minimum height of 1.60 meters and buried at least 20 centimeters.
Handling chutes (one per owner) and GPS collars.
Chip readers (one per owner).

Deadline, priority zones, and evaluation

Applications must be submitted electronically via the e-Office within a period of 10 business days from the day following the publication of the resolution. The activities must have been executed within the three years prior to the start of the application period.

The assessment prioritizes holdings located in the highest-risk areas for contact with wildlife, which include municipal terms in the regions of Pallars Sobirà, Pallars Jussà, Alt Urgell, Baix Ebre, Terra Alta, Montsià, and Solsonès. Additional points are added for professional farmers, priority agricultural holdings, and young farmers.

The call reinforces the Government’s health strategy against bovine tuberculosis, a disease that requires the application of restrictions and sanitary clearances in affected holdings. For livestock farmers, these grants reduce the cost of investments in biosecurity and help maintain the sector’s competitiveness in a context of increasing sanitary control.
