Por FactBox Admin

The Ministry of Justice announced in the Government Procurement Edition of the Official Gazette Extra on October 29, 2026, that it will open general competitive bidding for electricity supply and demand contracts for 13 buildings, including the Fukuoka First Legal Comprehensive Government Building. The Expenditure Burdening Officer is Teiji Uchikoshizumi, Director of the Fukuoka Legal Affairs Bureau, and the announcement date is October 29, 2026. The deadline for submission of bids is December 18, 2026, at 17:00, and the bid opening is scheduled for December 21 at 10:00.
The announcement was published in the Government Procurement Announcement Edition and explicitly stated that it includes procurements subject to the Agreement on Government Procurement of the World Trade Organization (WTO). The procurement agency number is 013, the location number is 40, and the item classification number is 26. The bidding is structured to procure contracts for the 13 buildings collectively.
Electricity Demand and Performance Period Framework for the 13 Target Buildings
According to the announcement, the scale and duration of the procurement are as follows:
- Procurement Item: Electricity supply and demand contracts for the Fukuoka First Legal Comprehensive Government Building and 12 other buildings
- Estimated Electricity Consumption: 1,635,500 kWh
- Contract Power: As per the bid explanation documents
- Performance Period: From April 1, 2027, to March 31, 2028 (Details as per the bid explanation documents)
- Performance Location: As per the bid explanation documents
This project involves the bulk procurement of electricity for a group of buildings within the jurisdiction of the Fukuoka Legal Affairs Bureau as a one-year supply and demand contract.
Comprehensive Evaluation Bidding System Combining Price and Environmental Considerations
The successful bidder will not be determined by price alone. The announcement states that this project follows a “comprehensive evaluation bidding system where the successful bidder is determined by a comprehensive evaluation of price and environmental consideration points.” It explains that the bid amount will be based on the unit price for contract power (kW unit price) and the unit price for electricity consumption (kWh unit price) set by each company, and will consist of the total consideration for the contract power and estimated electricity consumption of the relevant buildings.
Upon determining the successful bid, the winning price will be the amount listed in the bid document plus an amount equivalent to 10/100 of that amount (fractions less than 1 yen will be rounded down). Bid bonds and contract bonds are waived, but the preparation of a written contract is required. There will be no negotiations during the process, and the language and currency are specified as Japanese and Japanese currency, respectively.

Qualifications for competitive participation are narrowed down in terms of both region and business registration.
