Zigoitia announces three vacancies for internal promotion via competitive examination
Por FactBox Admin

The Zigoitia City Council has announced three municipal positions reserved for the internal promotion track: two for administrative staff (subgroup C1) and one for head of works and services. The call and the specific rules were approved by Mayoral Resolution 440, of October 14, 2026, and are published in full in the Official Gazette of the Historical Territory of Álava (BOTHA) number 122, of October 23, 2026, under official reference 2026-02977.
The positions derive from the Council’s 2025 public employment offer, approved by Mayoral Resolution 513, of November 27, 2025, and Mayoral Resolution 190, of May 8, 2026. The processes will be governed by the general rules approved by Mayoral Resolution 423, of October 1, 2026, published in BOTHA number 118, of October 14, 2026, and by the specific rules now approved as annexes I and II of the resolution.
The proposed specific rules were negotiated at the general negotiation table of the Zigoitia City Council held on September 16, 2026. The resolution invokes Article 55 and Article 61 of the consolidated text of the Basic Statute of Public Employees Law (Royal Legislative Decree 5/2015, of October 30), Law 11/2022, of December 1, on Basque Public Employment, and Article 21.1.g) of Law 7/1985, of April 2, which grants the mayor’s office the authority to approve selection rules.
Two civil service positions and one labor position
The distribution of positions and their classification are as follows:
- Administrative staff: two career civil servant positions, general administration scale, administrative sub-scale, group C, subgroup C1, full-time.
- Head of works and services: one permanent labor staff position, special administration scale, special services, group C, subgroup C1, full-time.
- Selection system: competitive examination (concurso-oposición) in both processes, with a reserved internal promotion track.
- Language profile: Basque language profile 2 for all three positions, with a mandatory requirement date of September 21, 2026.
Two years of service and specific qualification
For the two administrative positions, it is required to be a career civil servant of the Zigoitia City Council in the auxiliary sub-scale, subgroup C2, and to have provided at least two years of effective service in that sub-scale. Additionally, a high school diploma (bachillerato), second-degree vocational training (FP II), or an equivalent qualification is required.
In the case of the head of works and services, the applicant must be permanent contractual staff of the City Council and belong to a professional category immediately lower than that of the advertised position, with a minimum of two years of effective service in the category of origin. The required qualification is that of a higher vocational training technician in one of these families:
- Building and civil works.
- Electricity and electronics.
- Installation and maintenance.
The awarding of this position also requires holding a class B driver’s license.
A single eliminatory exercise and 25 points for experience
The competitive examination phase consists of a single mandatory and eliminatory exercise, of a theoretical-practical nature, regarding the functions of the position and the annexed syllabus. The maximum score is 70 points and at least 35 are needed to pass; during the test, legal texts may be consulted, without doctrinal comments, jurisprudence, forms, or personal notes.
The merit phase evaluates Basque language proficiency and professional experience. Accredited linguistic profile 3 adds 4 points and profile 4 adds 5, and only the highest is counted. Experience is scored up to a maximum of 25 points, at a rate of 0.0137 points per day in positions of the administrative sub-scale C1 and 0.007 points per day in the auxiliary sub-scale C2; in the works and services process, the same double scale is applied according to the coordination or execution functions of the work.
19 euro fee and deadline set by the BOE
Registration requires the payment of a 19 euro fee within the application submission period. This period will begin to count from the publication of the summary of the call in the Official State Gazette (Boletín Oficial del Estado), as provided in the third point of the resolution. The call and its rules will also be published on the notice board and on the employment portal of the municipal website.
Against the resolution, which ends the administrative route, an optional appeal for reversal may be filed before the mayor’s office within one month from the day following its publication, or a contentious-administrative appeal within two months.
The call consolidates three positions in the municipal staff and limits competition to personnel already linked to the Zigoitia City Council, so the result will directly affect the internal trajectories of the civil service and contractual staff of the Alava municipality.
