Zenith Energy wins 30-year generation and transmission licences in Western Australia

Zenith Energy (EGP JV) Pty Ltd has been granted a 30-year electricity generation licence and an electricity transmission licence by the Economic Regulation Authority of Western Australia, covering the period from 28 October 2026 up to and including 27 October 2056. The grant is notified in the Western Australian Government Gazette No. 138 of Friday, 30 October 2026, in the Energy and Economic Diversification division under notice EE401, headed “Grant of Licences”.

The notice appears at page 2497 of the gazette and follows the standard licence-notification format used for energy matters in that division, recording the licensee, its Australian Business Number, its business address, the classification of the licences, the commencement date, the term and the defined licence area. It was signed by Steve Edwell, Chair of the Economic Regulation Authority, and dated 30 October 2026, the day of publication.

The licences are granted under the Electricity Industry Act 2004, the statute cited at the head of the notice, which also sets out where the instruments may be inspected by any interested party.

Two licences held by one licensee

The notice records a single licensee for both instruments:

  • Licensee: Zenith Energy (EGP JV) Pty Ltd
  • ABN: 22 688 496 317
  • Business address: 52 Belmont Avenue, Rivervale WA 6103
  • Generation: electricity generation licence EGL39, Version 1
  • Transmission: electricity transmission licence ETL10, Version 1
  • Commencement date: 28 October 2026
  • Term: up to and including 27 October 2056

Both instruments are identified as Version 1, indicating first issues of the licences in their current form.

Licence area fixed by plan ERA-EL-168

The notice states that the licence area for both the generation and the transmission licence is the area set out in plan ERA-EL-168 in the State of Western Australia. The area is defined by reference to that deposited plan rather than by a written description in the gazette text.

The notice does not disclose installed generation capacity, the length or voltage of transmission assets, the customers to be served or the projects the licences will support; those particulars sit with the licence instruments themselves rather than in the gazette entry.

Under the inspection arrangements recorded in the notice, the licences may be examined at the Economic Regulation Authority, 4th Floor, Albert Facey House, 469 Wellington Street, Perth WA 6000, and through the authority’s website at http://www.erawa.com.au.

A 30-year horizon running to 2056

The term runs three decades from commencement, ending on 27 October 2056. That matches the pattern used for other generation licences gazetted this year: EGL34, published on 18 September 2026, commenced on 11 September 2026 and runs to 10 September 2056.

The licence identifiers place the new grant at 39 in the generation series and 10 in the transmission series, a numbering sequence that shows how few transmission licences have been issued relative to generation licences in Western Australia.

The gazette notice itself is a short administrative record, but its effect is to put the identity of the licensee, the classification of both instruments and the boundaries of the licensed area on the public register for the full 30-year period.

For readers, the entry is a matter of public record rather than a commercial announcement: it confirms who holds generation and transmission rights over the area in plan ERA-EL-168, from when, and for how long, and it sets out exactly where the licence documents can be read. Any resident, competitor or investor wanting the operating conditions attached to EGL39 and ETL10 can obtain them from the authority’s Perth office or website.
