Zarza de Montánchez definitively approves its forest fire plan

The Plenary Session of the City Council of Zarza de Montánchez, in the session dated September 2, 2026, definitively approved the municipality’s Municipal Action Plan against the risk of Forest Fires (PAMIF). The agreement is published in the Official Gazette of the Province of Cáceres, number 0171, dated September 7, 2026, in Section I of Local Administration, with official reference BOP-2026-4200 (pages 20654-20655).

The announcement, signed by Mayor Joaquín Rivas Palomino, publicizes the plan for general knowledge and makes the full text available to interested parties on the electronic office and the Transparency Portal of the council.

A Mandatory Prevention Instrument

The PAMIF is the document that organizes the prevention, detection, and action against forest fires within the municipal district, and its creation is determined by the Special Civil Protection Plan against Forest Fires of the Autonomous Community of Extremadura (INFOCAEX), which specifies which municipalities, according to their danger level, must have this plan. With the definitive approval, the municipality completes the administrative process required by the regional civil protection regulations.

The plan is approved following the corresponding public exhibition procedure, and its content is now in effect as the reference instrument for the coordination of municipal resources in the event of a fire.

Appeals against the Agreement

Against the resolution, which ends the administrative route, interested parties may alternatively file:

  • Optional appeal for reversal (recurso de reposición) before the Plenary Session of the City Council, within one month from the day following publication, in accordance with articles 123 and 124 of Law 39/2015, of October 1, on the Common Administrative Procedure.
  • Contentious-administrative appeal before the Contentious-Administrative Section of the High Court of Justice of Cáceres, within two months, in accordance with article 46 of Law 29/1998, of July 13, of the Contentious-Administrative Jurisdiction.

If the appeal for reversal is chosen, the contentious-administrative appeal cannot be filed until the former is expressly resolved or dismissed by administrative silence.

The entry into force of the PAMIF strengthens the municipality’s response capacity against one of the most serious risks affecting the mountains and the safety of the region’s residents, in a context of increasingly dry summers with a higher risk of fire. With this plan, Zarza de Montánchez provides itself with a clear framework for prevention and coordinated action, which is key to protecting both the natural heritage and the population.
