Zaragoza cede las cubiertas de tres edificios municipales a comunidades energéticas locales

The Zaragoza City Council has opened for public consultation the file to grant the private use of the rooftops of three municipal buildings to energy communities established in the rural neighborhoods of La Cartuja Baja, Peñaflor, and Juslibol, for the purpose of installing photovoltaic plants for self-consumption. The announcement is published in the Official Gazette of Aragon number 215, dated November 6, 2026, section V (Announcements), with the official reference BOA20261106043, and opens a twenty-day period for submitting allegations.

The body driving the operation is the Government of Zaragoza, which, by agreement dated October 23, 2026, admitted for processing the requests for the transfer of rooftops submitted by three citizen entities. The admission is justified, according to the official text, “in view of the underlying public interest in the energy transition model with renewable resources,” and is supported by article 85.2 of Decree 347/2002, of November 19, of the Government of Aragon, which approves the Regulations on Assets, Activities, Services, and Works of Local Entities of Aragon.

In the same agreement, the local Executive approved the Technical-Administrative Clauses Specifications, dated October 19, 2026, which will serve as the basis for the direct award of the public domain concession, and simultaneously submitted the file for public consultation in accordance with article 83 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.

Three applicants and three rooftops

The admitted requests correspond to a neighborhood association, a cooperative, and a non-profit entity, each linked to a different rural neighborhood:

  • Jerónimo Zaporta Neighborhood, Consumer and User Association, from La Cartuja Baja, with CIF G50676279.
  • Peñaflor Energía Energy Community, a cooperative with CIF F19344746.
  • Juslibol Energy Community, a non-profit association with CIF G22797104.

The properties whose rooftops are being transferred are the Alejandro Pérez Blanque Municipal Sports Pavilion, in La Cartuja Baja; the Eduardo Espiau Ramírez Municipal Sports Pavilion (swimming pool sector), in Peñaflor; and the Juslibol Civic Center. The concession is planned via direct award to the promoting entities, without open competition.

Twenty days for allegations and consultation of the specifications

The public consultation process will last twenty days starting from the day following the publication of the announcement. Interested energy communities may submit their allegations at the Registry of the Zaragoza City Council, indicating in the subject line “Allegations to file 71707/2026” and addressing them to the Legal-Technical Office of Urbanism, Architecture, Infrastructure, Energy, and Housing.

The Technical-Administrative Clauses Document can be consulted during the same period on the municipal contracting profile, at the address https://www.zaragoza.es/sede/portal/contratacion-publica/informacion-publica.

An open door to other communities

The announcement specifies that the process also serves to allow any other energy community from the affected rural neighborhoods to express its interest in the proposed legal transaction. Once the public information period has concluded, the Government of Zaragoza will resolve the award of the public domain concession.

The file was signed in Zaragoza on October 26, 2026, by Ana De La Hera Garbati, Head of the Legal-Technical Office of Urbanism, Architecture, Infrastructure, Energy, and Housing.

Impact for residents

The transfer of municipal rooftops to local energy communities places photovoltaic self-consumption at the center of the energy policy of Zaragoza’s rural neighborhoods and allows residents organized into cooperatives or associations to utilize public infrastructure to produce their own electricity. The process now opens the door for other entities from La Cartuja Baja, Peñaflor, and Juslibol to claim participation before the City Council resolves the final award.
