Zalamea de la Serena approves its municipal forest fire plan
Por FactBox Admin

The City Council of Zalamea de la Serena has definitively approved its Municipal Action Plan against the risk of forest fires (PAMIF), an instrument that will be integrated as an annex to the Territorial Civil Protection Plan of Extremadura (PLATERCAEX). The agreement was adopted by the Plenary of the Corporation in an ordinary session on September 29, 2026, following a favorable report from the Permanent Civil Protection Commission of the Autonomous Community of Extremadura. The resolution is published in the Official Gazette of the Province of Badajoz on Wednesday, October 7, 2026, under Announcement 3929/2026.
The announcement is disseminated for general knowledge in accordance with Decree 32/2023, of April 5, which regulates the Registry of Civil Protection Plans of the Autonomous Community of Extremadura and establishes the structure, minimum content, and the regime for approval, maintenance, and implementation of these instruments, and with Article 45 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.
Once approved, the Plan will be promoted for registration in the regional registry of civil protection plans of Extremadura, where it will be integrated as an annex to the PLATERCAEX. The text signed by the Mayor-President, José Antonio Murillo Dávila, does not reproduce the technical content of the document in the gazette, which is referred to the municipal file.
A repeated procedure in the province
Zalamea de la Serena joins the list of municipalities in Badajoz that have completed this same procedure in recent weeks:
- Mérida, whose PAMIF was approved by the Local Government Board on September 24, 2026 (Announcement 3746/2026, BOP No. 186, of September 29).
- Retamal de Llerena, with definitive approval by the Plenary on August 7, 2026 (Announcement 3239/2026, BOP No. 156, of August 17).
- Villarta de los Montes (Announcement 3297/2026, BOP of August 20, 2026) and Garbayuela (Announcement 3669/2026, BOP of September 22, 2026).
In the case of Mérida, the published file details the usual content of these plans: identification and assessment of the forest fire risk, zoning of the territory, vulnerable elements —population, infrastructure, and assets—, organization and coordination of municipal services, procedures for activation and mobilization of resources, population protection measures (evacuation, removal, and confinement), citizen information mechanisms, and a catalog of human and material resources.
Consultation of the file and appeal period
The file and the full text of the Plan will be available to interested parties at the municipal offices of the City Council of Zalamea de la Serena. Likewise, the document can be consulted on the entity’s electronic headquarters, sede.zalameadelaserena.es.
An administrative appeal may be filed against the agreement, which concludes the administrative process, before the Contentious-Administrative Chamber of the High Court of Justice of Extremadura, based in Cáceres, within two months from the day following the publication of the announcement, in accordance with articles 10 and 46 of Law 29/1998, of July 13. The text specifies that this does not prevent the exercise of any other appeal deemed appropriate.
The final approval provides the municipality with its own organic and functional framework to coordinate and mobilize its resources in a pre-emergency or emergency situation caused by forest fires, and ensures its integration into the regional civil protection planning. For residents, the announcement also opens the period to consult the full document and, if applicable, challenge it before the courts.
