Zahara de la Sierra acquires two registered estates for 32,356.74 euros

The Zahara de la Sierra City Council has awarded, through a negotiated procedure, the acquisition of registered properties no. 2,075 and no. 2,076, located on municipal land, for a total amount of 32,356.74 euros. The operation is formalized via Mayoral Resolution no. 2026-0812, dated September 9, 2026, published in the Official Gazette of the Province of Cádiz no. 200, of October 16, 2026 (reference 315,633).

The resolution, issued by Mayor Santiago Galván Gómez in exercise of the powers under Article 21 of Law 7/1985, of April 2, regulating the Bases of the Local Regime, corresponds to file 433/2025. The City Council justifies the purchase based on the need to physically delimit and legally regularize lands located on municipal soil and affected by public facilities, the planning of which is essential for the proper management of municipal assets.

The procedure is processed in accordance with the second additional provision of Law 9/2017, of November 8, on Public Sector Contracts, which reserves final approval for the Mayor’s Office. The publication is carried out in compliance with Article 8.1.a) of Law 19/2013, of December 9, on transparency, access to public information, and good governance.

The two plots and their owners

• Plot A: registered property no. 2,075 of Zahara, from the Property Registry of Olvera; cadastral reference 6702002TF8860B0001TD; owner Miguel Ruiz Ramírez; price 16,178.37 euros.
• Plot B: registered property no. 2,076 of Zahara, from the Property Registry of Olvera; cadastral reference 6702003TF8860B0001FD; owner Francisco Gallego López; price 16,178.37 euros.

The first agreement of the resolution details the acquisition of both assets under the conditions set forth in the economic offer and in the Specifications Document of July 13, 2026. The second agreement approves and allocates the corresponding expenditure of 32,356.74 euros.

Purpose, processing, and schedule

The properties will be used for municipal facilities and will integrate into the municipal public domain assets once the transfer is completed. The file includes the following documentary milestones:

• Location report of the properties: 06/23/2025.
• Valuation of the properties: 10/28/2025.
• Start of the negotiated acquisition file: 12/10/2025.
• Secretariat certificate of available credit: 07/13/2026.
• Specifications Document and resolution proposal report: 07/13/2026.

The resolution orders that the agreement be notified to the successful bidders and that they be summoned to sign the contract at the Zahara de la Sierra Town Hall on September 23, at 10:00 AM. Likewise, it mandates the recording of the acquisition in the Municipal Asset Inventory and the submission of the documentation to the Property Registry so that the appropriate registry entries may be made.

Public information, allegations, and appeals

The announcement is published as public information and remains available to interested parties on the Town Hall’s electronic office. Against the resolution, which exhausts administrative remedies, the following may be filed:

• An optional appeal for reversal (recurso de reposición) before the Town Hall, within a period of one month, in accordance with articles 123 and 124 of Law 39/2015, of October 1.
• A contentious-administrative appeal before the Contentious-Administrative Court, within a period of two months, according to article 46 of Law 29/1998, of July 13.

The document appears signed by the mayor, Santiago Galván Gómez, and by the secretary-auditor, Carlos Lafuente Molinero.

The operation regularizes the municipal ownership of two plots affected by public facilities and strengthens the municipal heritage of Zahara de la Sierra with an investment of 32,356.74 euros, for which the expenditure already has certified credit. Residents may consult the file and submit allegations within the indicated timeframes.
