Xunta renews members of the Expropriation Jury of Galicia

The Regional Ministry of Housing and Infrastructure Planning has published in the Official Gazette of Galicia the Order of 6 August 2026 appointing members of the Galicia Expropriation Jury. The announcement appeared in DOG No. 155, of Tuesday, 18 August 2026, in section II. Authorities and Personnel – B) Appointments, on pages 44976 to 44979. The order was signed by the regional minister María Martínez Allegue in Santiago de Compostela.

The Galicia Expropriation Jury is a permanent collegiate body of the Autonomous Community of Galicia, specialised in the procedures for determining the fair price in compulsory expropriation when the expropriating Administration is the Regional Government or the local entities within its territorial scope. Its creation and functions are governed by Law 2/2016, of 10 February, on land in Galicia (Article 11.1), and its organisational regulations were approved by Decree 172/2018, of 20 December.

According to Article 5 of Decree 172/2018, the Plenary of the Jury is composed of a Presidency, ten Memberships and a Secretariat. Each membership has a holder and a deputy who substitutes in the event of vacancy, absence or illness. The appointment lasts for four years, and members whose term has ended continue in their functions until new members are appointed.

Composition of the appointed members

The order appoints representatives for eight of the ten memberships provided for in Article 7 of Decree 172/2018, in accordance with the proposals submitted by the competent institutions and professional associations. The ten memberships are distributed as follows: one for civil servants proposed by the Regional Ministry of Finance, another proposed by the Galician Federation of Municipalities and Provinces (Fegamp), a third proposed by the Galician Council of Consumers and Users, and seven reserved for independent professionals who are members of professional associations, proposed by the presidents of the Galician professional associations.

The appointees were grouped as follows:

  • Regional Ministry of Finance and Public Administration: member Xan Xosé Castro Dapena, alternate Jorge Fernández Fernández.
  • Galician Federation of Municipalities and Provinces: member César López Arribas, alternate María Cristina Varela García.
  • Galician Council of Consumers and Users: member Rosa Rodríguez Vales-Villamarín, alternate Yolanda Pérez Rivera.
  • Official College of Agricultural Engineers of Galicia: member José Antonio Rivas Paz, alternate Pedro Calaza Martínez.
  • Official College of Industrial Engineers of Galicia: member María del Coral Souto Díez, alternate Rocío Lourenco Presa.
  • College of Economists of Galicia: member Manuel Ángel Ansede Sánchez, alternate Fernando Simón Varela.
  • College of Mining Engineers of Northwest Spain: member Pedro Unzueta Martínez, alternate Juan José Martín Martínez.
  • Official College of Architects of Galicia: member Eva María Filgueira García, alternate Patricia López González.

Effects and appeals

According to the provisions of the second article of the order, the appointments take effect from the day following their publication in the DOG, that is, from 19 August 2026. This new call comes after the expiration of the previous term, which was appointed by Order of 2 August 2022 (DOG No. 153, of 11 August).

Against the order, an optional appeal for reconsideration may be lodged with the Regional Minister for Housing and Infrastructure Planning within one month, in accordance with Article 123 of Law 39/2015, of 1 October, or a contentious-administrative appeal before the High Court of Justice of Galicia within two months, under Article 46 of Law 29/1998, of 13 July.

Relevance for citizens

The renewal of this body is especially relevant for owners and holders of assets and rights affected by forced expropriations promoted by the Xunta de Galicia or by the municipal councils, since the Expropriation Jury is responsible for determining the fair price they must receive. The presence of representatives from the Treasury, Fegamp, consumer affairs and eight professional colleges guarantees the plurality of technical criteria and the independence required to resolve the patrimonial claims of Galician citizens fairly.
