Xinzo de Limia expands its budget with 367,712.51 euros from the State

The City Council of Xinzo de Limia has increased its budget by 367,712.51 euros through a credit supplement financed by higher revenues from participation in State taxes. The final approval of the file is published in the Official Gazette of the Province of Ourense on September 30, 2026, in section IV. Local Entities, after no allegations were presented during the public exhibition period.

The Plenary of the City Council of Xinzo de Limia, in an ordinary session on August 27, 2026, initially approved the credit modification file no. 10/2026 of the current Budget, in the form of a credit supplement. The agreement was adopted under Article 169 of the Law regulating local finances, by referral of Article 177.2 of the same legal text, which requires the file to be submitted for public information before its final approval.

The initial approval was published in BOP Ourense number 171, on September 8, 2026, in order to open a period of fifteen business days for the submission of claims and allegations. After this period elapsed without any claim being registered, the file was definitively approved, as stated in the announcement signed by the mayor, Amador Díaz Penín.

The revenue items being increased

The credit supplement adds funds to three budget revenue applications:

• 330/22609: 50,000.00 euros.
• 153/21000: 167,712.51 euros.
• 920/22100: 150,000.00 euros.
• Total: 367,712.51 euros.

Financing charged to State taxes

The operation does not require new indebtedness or a credit operation: it is financed entirely by higher revenues from participation in State taxes.

The total amount of the supplement coincides exactly with the amount of the recognized higher income, so that the modification remains balanced between the financing item and the expenditure applications that are to be reinforced.

Processing and means of appeal

The file was processed under number 6696/2026 and the announcement bears registration number R. 2,314. The publication of the final approval closes the administrative route of public information and opens the possibility of challenge.

• A contentious-administrative appeal may be filed directly against the final approval, in the form and within the time limits established by the rules of that jurisdiction.
• This is understood without prejudice to interested parties exercising any other appeal they consider appropriate.

The modification of credits directly affects the council’s accounts and the municipal investment capacity during the current financial year, as the 367,712.51 euros come from a source of financing unrelated to its own taxes and do not increase the entity’s debt. For the residents of Xinzo de Limia, the agreement implies that the local government has additional credit for actions linked to the reinforced applications, with a process that has already exhausted the period for allegations and can only be discussed before the contentious-administrative jurisdiction.
