Xabier Elosegui has been appointed as Central Inspector for the Secretariat of Education

The Minister of Education has appointed Xabier Elosegui Ibarbia as central inspector of the Education Inspectorate, effective from September 1, 2026. The appointment was carried out via the Order of August 20, 2026, and published in the Boletín Oficial del País Vasco, with reference 2026/3748.

The Order was signed by the Minister of Education, María Begoña Pedrosa Lobato, and the public call to fill the position was announced via the Order of July 20, 2026, in the August 4 issue of the BOPV.

Legal framework of the position

Decree 3/2009, of January 13, which approves the list of positions in the Education Inspectorate, established the position of central inspector. The functions of this position are specified in Article 12 of Decree 98/2016, of June 28.

According to Article 10.6 of Decree 98/2016, central inspectors shall be directly subordinate to the chief inspector, and the minister with competence in the field of education shall appoint them, upon the proposal of the chief inspector, through a free appointment procedure.

Conditions of the appointment

The appointment will have economic and administrative consequences from September 1, 2026. The procedure is based on Articles 102 and 103 of Law 11/2022, of December 1, the Law of the Basque Public Service.

An optional appeal may be filed against the Order before the Minister of Education within one month starting from the day following its publication in the BOPV. Likewise, a contentious-administrative appeal may be filed before the Contentious-Administrative Court within two months starting from the day following its publication.

Importance of the position

The central inspector of the Education Inspectorate is a fundamental position in the supervision of the education system of the Basque Autonomous Community. This position coordinates and directs the work of the inspectorate to ensure the quality of educational services and compliance with regulations.

With this appointment, the Department of Education of the Basque Government seeks to strengthen the leadership of the inspectorate structure to ensure proper monitoring and evaluation of the education system. The Order was signed in Vitoria-Gasteiz on August 20, 2026.
