Western Australia adopts TABCORP betting rules to join national tote pool

Racing and Wagering Western Australia has adopted the TABCORP betting rules in full, by resolution of its Board dated 4 August 2026, to allow the State’s wagering agency to participate in the National Tote initiative. The complete rulebook was republished for public information in the Government Gazette of Western Australia No. 121 of 22 September 2026, as the Racing and Wagering Western Australia (Adopted TABCORP Betting Rules) Notice (No. 1) 2026, made under section 59(6)(c) of the Racing and Wagering Western Australia Act 2003. The rules were made on 4 August 2026 and came into operation on 22 September 2026.
The notice is the latest step in a two-decade history of pooled betting in the State. Racing and Wagering Western Australia first resolved, at meetings held on 21 February 2005 and 26 April 2005, to adopt and operate under rules for a National Combined Totalisator scheme under section 59(4) of the Act. Those rules were published in the Gazette of 7 July 2005 at pp. 3095-3156, and were amended on eleven subsequent occasions, with each amendment published in the Gazette between 23 August 2005 and 3 December 2021.
The republished text is titled “Rules relating to betting transactions in Victoria” and is expressly governed and construed in accordance with the laws of the State of Victoria. Within the rules, “the Act” means the Gambling Regulation Act 2003 (Victoria), and the “Rules of Racing” are those of Racing Victoria Ltd, Harness Racing Victoria and Greyhound Racing Victoria. A copy of the rules must be exhibited in each Cash Outlet in a position readily accessible to the public.
What the rulebook covers
The adopted rules run to 17 numbered parts, covering:
- Interpretation, and the effective date, purpose and application of the rules.
- General conditions for transactions at or through totalisator offices.
- Establishment and operation of betting accounts and purchase of betting vouchers.
- Closing time for investments, and the placing of investments.
- Crediting and payment of dividends and refunds, and claims procedures.
- Cancellation of investments, scratchings and substitutes, and no-race, cancelled, postponed or abandoned events and meetings.
- Parlay investments, dead heats, and jackpots and countbacks.
- Declaration of less than three placings, BIG6 dividend levels, minimum dividend, and selection numbers and score ranges for sports totalisators.
The base unit for all types of investment is 50 cents, and the minimum investment for each bet type is set by the betting operator. Flexi Bets may be placed from 1 cent for each combination covered.
Pools, dividends and jackpots
The rules define a National Totalisator Pool as a pool established through the commingling of investments made with the betting operator, the totalisator licensed in New South Wales and the totalisator licensed in Queensland, hosted by any one of those entities and potentially including other operators’ investments. Where another operator hosts the pool, that host’s betting rules apply to the extent necessary to implement it, including the determination of dividends, commission rates, jackpots and refunds.
Commission and returns are capped in the appended Totalisator Maximum Commission Deductions and Win Rates Table:
- Racing bet types — Win, Place, Quinella, Duet, Trio, Exacta, Trifecta, First 4, Daily Double, Running Double, Quaddie, Treble and BIG6 — carry a maximum commission deduction of 25.00% and a win rate of 75.00%.
- International Pooled Bets on events outside Australia carry the lesser of 40.00% or the maximum commission applying in the host jurisdiction.
- International Pooled Bets on events inside Australia, and National Totalisator Pooled Bets, carry the lesser of 25.00% or the host jurisdiction’s maximum.
- Sports totalisators, including Sport Win, Sport Double, Sport Quad and Sport Margins, return 75.00%.
The BIG6 pool is split 90% to the Major Dividend and 10% to the Supplementary Dividend. If one or two legs are cancelled, postponed or abandoned, 100% of the pool is available for Major Dividends and all selections in the affected legs are deemed winners; if three or more legs fall away, all investments are refunded, excluding any carry-in jackpot. A minimum dividend rule guarantees the base unit where the notional dividend is at or below it, or less than 5 cents above it, with any shortfall in the pool paid by the betting operator.
Accounts, claims and safeguards
Betting accounts may be opened with cash, betting vouchers or electronic funds transfer, and no investment or withdrawal against an electronic deposit is accepted until funds have cleared. Computerised account records must be retained for twelve months and voice-tape records for fourteen days. Account holders must notify a change of personal details within fourteen days.
Investments are not accepted from, and dividends, withdrawals or refunds are not paid to, persons under eighteen years of age. Dividends may be collected for a period of not less than 26 weeks after an event is decided, and claims for lost, destroyed, mutilated or stolen tickets may be made for fourteen days after the event, with a claim fee capped at eleven dollars. Sales close at the start of an event, and any investment accepted after the start is void and refunded.
The change matters to every Western Australian punter who bets through a totalisator. By adopting the TABCORP rulebook wholesale, Racing and Wagering Western Australia moves its bets into a national pool shared with New South Wales and Queensland, so the size of the pool — and therefore the dividends paid — will now be determined by commingled investments across three jurisdictions rather than by local turnover alone.
