Vodovod Omiš is introducing a new development fee for service area 35

The Assembly of the public water services provider VODOVOD OMIŠ d.o.o. has adopted the Decision on the Development Fee in Service Area 35, published in the Official Gazette (Narodne novine) No. 107/2026 of September 23, 2026, under the official designation art. 1291. The Decision was adopted at session SD-3/2026 held on September 8, 2026, and enters into force on the first day of the month following its publication, namely October 1, 2026.

What is changing and whom it covers

The development fee is introduced in service area 35, where the company VODOVOD OMIŠ d.o.o. is the provider. The party liable for the fee is the user of the public water supply service, and the base is the cubic meter (m³) of the delivered water service.

The fee consists of a common part (NZR-Z) and a special part (NZR-P). The total amount paid by the user is the sum of the common and special parts applicable in the area of the local self-government unit where the water service is provided.

Tariffs by local self-government units

• City of Omiš: common part 0.26 €/m³, special part 0.21 €/m³, total 0.47 €/m³
• Municipality of Dugi Rat: common part 0.26 €/m³, special part 0.28 €/m³, total 0.54 €/m³
• Municipality of Šestanovac: common part 0.26 €/m³, special part 0.00 €/m³, total 0.26 €/m³
• Municipality of Zadvarje: common part 0.26 €/m³, special part 0.00 €/m³, total 0.26 €/m³

Collection, purpose, and supervision

The fee is calculated via the water service bill, where it is listed separately, and is paid within the payment deadlines of the water service price. It is calculated based on the delivered quantities of water for human consumption, in the manner they are calculated according to the decision on the price of water services.

The public water services provider is obliged to record the collected funds in the business books on separate accounting accounts. Revenues from the common part are used to finance the construction of communal water structures, resolve property-legal relations related to construction, and repay loans and credits granted for the purpose of construction throughout the entire service area, guided by the principles of priority of needs and solidarity. Revenues from the special part are used for the same purposes, but within the area of the local self-government unit where that part is collected.

Legal basis, validity period, and reporting

The Decision was adopted based on Article 52 of the Water Management Financing Act (“Official Gazette” No. 153/09, 90/11, 56/13, 154/14, 119/15, 120/16, 127/17, 66/19, and 36/24), Article 23, paragraph 1, point 4 of the Water Services Act (“Official Gazette” No. 66/19), and Article 17 of the Articles of Association of the company VODOVOD OMIŠ d.o.o., by a double majority as per Article 24, paragraph 2 of the Water Services Act.

The Decision shall remain in force until December 31, 2029. The public supplier shall submit an annual report to the Company’s Assembly on the calculated, collected, and spent development fee funds, and the supervision of the calculation, collection, and dedicated use shall be carried out by the Company’s Assembly based on that report.

Unspent development fee funds collected prior to the entry into force of this Decision shall be spent in accordance with the current Construction Plan for communal water structures for the needs of the local self-government unit area where they were collected. Upon entry into force, the Decision on Development Fees (»Narodne novine« No. 74/2022, 75/2024, and 92/2024) shall cease to be valid.

What this means for users

For households and entrepreneurs in the areas of Omiš, Dugi Rat, Šestanovac, and Zadvarje, the development fee becomes a new, separately listed cost on the water bill, proportional to the cubic meters consumed. The highest total charge of €0.54/m³ will be paid by users in the Municipality of Dugi Rat, while in Šestanovac and Zadvarje, it remains €0.26/m³ as the special portion was not introduced.

The funds are specifically tied to the construction of communal water structures according to the Construction Plan for the period 2026 – 2029 from the Business Plan of the company VODOVOD OMIŠ d.o.o., published on the website www.vodovod.hr, which means that the collected amounts are returned to the development of the water supply network in the area where they were collected.

The Decision was published in Narodne novine No. 107/2026 dated September 23, 2026, and on the website of the public water services supplier www.vodovod.hr, and was signed by the President of the Assembly Zvonko Močić, MD.
