Vlada ponovno utvrdila najviše maloprodajne cijene naftnih derivata na sedam dana

The Government of the Republic of Croatia determined at the session held on October 26, 2026, new maximum retail prices for petroleum derivatives, which will be valid for seven consecutive days. This is the Decree on Determining the Maximum Retail Prices of Petroleum Derivatives, published in Narodne novine no. 122/2026 under the official designation 1457. The Decree enters into force on October 27, 2026, and the new calculation applies from 0:00 hours on that day.

The Decree was adopted based on Article 9, paragraph 2 of the Act on the Oil and Petroleum Derivatives Market (»Narodne novine«, no. 19/14, 73/17, and 96/19). It was signed by the Prime Minister mr. sc. Andrej Plenković, and the act bears the designations Class: 022-03/26-03/82 and Registry Number: 50301-05/31-26-2, dated Zagreb, October 26, 2026.

The regulation binds so-called energy entities – legal entities engaged in the wholesale and/or retail trade of petroleum derivatives and traders of liquefied petroleum gas – to not apply a price higher than that determined by the decree within the territory of the Republic of Croatia. The maximum retail price is determined per liter or kilogram of the derivative, and it is not permitted to charge fees or other costs that are not prescribed by the decree or special regulations.

What the Decree Covers

The Decree applies to five categories of products:

  • motor gasolines,
  • diesel fuel,
  • blue diesel,
  • propane-butane mixture for LPG PB tanks (liquefied petroleum gas propane-butane),
  • propane-butane mixture for cylinders with a content of 7.5 kg and more, LPG PB.

The quality and labeling of the first three categories are determined by the Decree on the Quality of Liquid Petroleum Fuels (»Narodne novine«, no. 131/21 and 83/25).

How the Upper Price is Calculated

The maximum unit prices for motor gasolines, diesel fuel, and blue diesel are determined by a formula that includes the base price of fossil fuel in the previous calculation period (Pt), the surcharge for the bio-component (Δt (Bio)), the energy entity’s premium (P), and exchange and market parameters:

  • CIF Med M – average daily market price in USD/t from Platt’s European Marketscan, under Mediterranean Cargoes CIF Med (Genoa/Lavera), for Premium Unleaded 10ppm (Eurosuper 95) and 10ppm ULSD (Eurodiesel),
  • RME FOB Ara M (RED) – biodiesel price from Platt’s European Biofuelscan,
  • FOB Rott T2Ethanol M – bioethanol price in EUR/m³ for the product Ethanol T2 Rotterdam,
  • T – average daily USD/EUR exchange rate published by the Croatian National Bank,
  • ρ – density of the derivative (0.755 kg/l for motor gasolines, 0.845 kg/l for diesel fuels, 0.883 kg/l for biodiesel).

For liquefied petroleum gas, the formulas are linked to propane and butane prices from Platt’s LPGaswire (West Mediterranean – Propane FOB Ex-refinery/storage and Butane FOB West Med Coaster). The billing period is seven days, from Monday to Sunday, and the retail price is rounded to two decimal places after the addition of excise duty and value added tax.

Upper Premiums and the Additives Rule

At gas stations not located on motorways as per point II of the Decision on the Classification of Public Roads (»Narodne novine«, No. 109/25 and 118/25), the maximum amount of the energy entity’s premium is determined as follows:

  • motor gasoline – 0.1435 EUR/l,
  • diesel fuels – 0.1045 EUR/l,
  • blue diesel – 0.0336 EUR/l,
  • propane-butane mixture for LPG PB tanks – 0.4416 EUR/kg,
  • propane-butane mixture for cylinders of 7.5 kg and more – 0.9037 EUR/kg.

At stations along motorways, the premium amount is determined freely. Prices for derivatives with added multifunctional additives are also determined freely, but the energy entity is obliged to enable every customer to purchase derivatives without additives at every station outside motorways; if such an option does not exist, a price equal to or lower than that determined by the regulation must be applied.

Seven Days and Parallel Change of Excise Duties

The first day of application of the new prices is the day the regulation enters into force, and the maximum retail prices are determined for a continuous period of 7 days – from October 27 to November 2, 2026. In the same issue of Narodne novine, the Regulation on the Amendment of the Regulation on the Amount of Excise Duty on Energy Sources and Electrical Energy (reference 1458, Class: 022-03/26-03/81) was also published, which sets the excise duty on unleaded motor gasoline at 427.31 EUR/1000 l, and on diesel fuel at 250.00 EUR/1000 l, for the period until November 2, 2026.

Compared to the previous regulation published in Narodne novine No. 102 of September 14, 2026, the upper premiums for motor gasoline and diesel fuels have increased from 0.1235 to 0.1435 EUR/l and from 0.0945 to 0.1045 EUR/l, respectively, while the premium for blue diesel rose from 0.0236 to 0.0336 EUR/l. The excise duty on gasoline is 30 euros higher per 1000 liters, and on diesel 10 euros lower per 1000 liters compared to the September package.

The new range directly determines the prices at every gas station in the country over the next seven days, so drivers will feel the change as early as the first morning refueling, and carriers and farmers who use blue diesel will receive a slightly higher upper premium limit than in September. Since prices are linked to exchange quotations and the exchange rate of the Croatian National Bank, every new week brings a new calculation, and the regulation from Narodne novine No. 122/2026 remains the authoritative basis for monitoring compliance with the upper price levels.
