The Government obliges retailers to display the additional price alongside the retail price

The Government of the Republic of Croatia has adopted the Decision on the Display of an Additional Price as a Measure of Direct Price Control, published in “Narodne novine” No. 101/2026 of September 11, 2026 (p. 1212). The Decision obliges all traders and service providers to clearly, visibly, and legibly display, alongside the retail price, an additional retail price that was applicable on September 10, 2026. The measure enters into force on October 1, 2026.
The Government adopted the Decision at a session held on September 10, 2026, based on Article 8, paragraph 1, in connection with Article 6, subparagraph 7 of the Act on Exceptional Price Control Measures (“Narodne novine”, No. 40/25). The aim of the measure is to monitor the effects of changes in individual prices, inform consumers, protect their economic rights, and eliminate harmful market consequences regarding the supply of products and services to consumers within the territory of the Republic of Croatia.
Obligation to Display an Additional Price
Traders and service providers are obliged to display, at the point of sale or service within the sales or service facility, an additional retail price alongside the retail price. This additional price must not include special forms of sale and must be the price that was applicable for that product or service on September 10, 2026.
When advertising, the trader or service provider must display the additional price when advertising it on:
- flyers, posters, and digital forms of advertising within the sales or service facility,
- publicly, including on websites.
Who the Obligation Covers
The Decision applies to all traders performing registered retail trade activities and service providers performing registered service provision activities within the territory of the Republic of Croatia.
Traders who, on the date this Decision enters into force, were already displaying an additional price for product categories:
- food,
- beverages,
- cosmetics,
- cleaning agents,
- toiletries,
- household products,
in accordance with the Decision on the Publication of Price Lists and the Display of Additional Prices as a Measure of Direct Price Control in Retail (“Narodne novine”, No. 75/25), retain the obligation to continue displaying the additional price that was applicable for that product on May 2, 2025.
Transitional Provisions
Upon the date this Decision enters into force, the Decision on the Publication of Price Lists and the Display of Additional Prices as a Measure of Direct Price Control in Retail (“Narodne novine”, No. 75/25) ceases to be valid in the part determining the mandatory display of an additional price.
The Decision bears the official markings Class: 022-03/26-04/397 and Registry Number: 50301-05/14-26-3, and was signed by the Prime Minister mr. sc. Andrej Plenković, v. r., in Zagreb on September 10, 2026.
The direct price control measure directly affects every consumer as it enables the comparison of the current retail price with the one that was valid before the start of application, thereby increasing market transparency and strengthening the protection of citizens’ economic rights during the period of monitoring price movements.
