Vitoria-Gasteiz sortea el 2 de noviembre las presidencias y vocalías de las mesas electorales

The Vitoria-Gasteiz City Council will hold the draw to designate the individuals who will serve as presidents and members of the polling stations for the General Elections of November 29, 2026, on November 2, at 9:30 a.m., at the City Hall. This was made public by the Department of Administration Modernization (Census and Electoral Processes) in an announcement signed by the mayor, Maider Echevarría García, and published in the Official Gazette of the Historical Territory of Álava (BOTHA) no. 123, dated October 26, 2026, with official reference 2026-03033.

The announcement is issued in compliance with the provisions of Article 26 of Organic Law 5/1985, of June 19, on the General Electoral Regime, the regulation that governs the designation of polling station members. The text is limited to establishing the date, time, and location of the draw, and does not detail the number of polling stations or the number of people who will be designated in the municipality.

A draw with thousands of potential designees

The procedure affects citizens included in the municipality’s electoral census, who may be designated to preside over or be part of a polling station on voting day. The designation is carried out via a public draw among the persons registered in each section, meaning that the status of polling station member is neither applied for nor subject to any candidacy.

  • Date of the draw: November 2, 2026.
  • Time: 9:30 a.m.
  • Location: Vitoria-Gasteiz City Hall.
  • Convening body: Vitoria-Gasteiz City Council, Department of Administration Modernization.
  • Signature of the announcement: Mayor Maider Echevarría García, dated October 21, 2026.
  • Electoral process: General Elections of November 29, 2026.

The electoral calendar already underway

The calling of the elections was formalized through Royal Decree 806/2026, of October 5, published in the BOE no. 248 of October 6, 2026, which dissolved the Congress of Deputies and the Senate and set the voting for Sunday, November 29.

In parallel, the Electoral Census Office in Álava published on October 12 the list of sections, polling stations, and electoral venues across the entire territory, in accordance with Article 24.2 of the same organic law (BOTHA no. 117, reference 2026-02870). That list includes the venues assigned in Vitoria-Gasteiz, including the Business Center of the Medieval Quarter, at Las Escuelas street 10.

The Zonal Electoral Board of Vitoria-Gasteiz has also been constituted, which was formed on October 8 under the presidency of Susana Díez Martínez de la Hidalga, a magistrate of the Court of First Instance of Vitoria-Gasteiz, according to the announcement published in BOTHA no. 117 (reference 2026-02916). This board is the competent authority within the constituency for incidents regarding the process.

Census consultation and claims

The Vitoria-Gasteiz City Council also announced a census consultation service for the elections, updated with the Residents’ Register as of July 30, 2026, in application of article 39.2 of Organic Law 5/1985 (BOTHA no. 118, of October 14, reference 2026-02933). The announcement was subsequently corrected via a new text published in BOTHA no. 119, of October 16 (reference 2026-02955), which rectified both the consultation period and the list of enabled civic centers.

The consultation allows for the verification of registration data and the filing of claims regarding them within the established period, a relevant procedure because inclusion or exclusion from the census determines the possibility of being appointed to a polling station.

Why it matters

The publication of the draw opens the phase in which thousands of residents of Vitoria-Gasteiz may receive notification of their appointment as presidents, members, or substitutes of a polling station for November 29. Knowing the date and place of the draw allows citizens to anticipate the municipal communication and, if applicable, have time to organize the election day or process the corresponding objections before the Zonal Electoral Board.
