Vitoria-Gasteiz nombra a Izaskun Reyes miembro de la Junta de Gobierno Local

The mayor of Vitoria-Gasteiz, Maider Etxebarria García, has appointed councilwoman Izaskun Reyes Echazarreta as a member of the Local Government Board of the City Council by mayoral decree dated October 7, 2026. The appointment is published in the Official Gazette of the Historical Territory of Álava (BOTHA) number 121, corresponding to October 21, 2026, with the official reference 2026-02925. The designation fills the vacancy created by the resignation of councilwoman Beatriz Artolazabal Albéniz.

The decree is based on Article 126 of Law 7/85, of April 2, regulating the Bases of the Local Regime, as well as Articles 15 and 16 of the Organic Regulation of the Government and Administration of the Vitoria-Gasteiz City Council. The text recalls that it was a mayoral decree of June 21, 2023, that designated, among others, Beatriz Artolazabal Albéniz as a member of the Local Government Board, and that her resignation was acknowledged by the Plenary of the corporation in an extraordinary session on October 2, 2026.

A decree with immediate effect

The appointment is formalized in a single provision: to appoint councilwoman Izaskun Reyes Echazarreta as a member of the Local Government Board. The document was signed in Vitoria-Gasteiz on October 7, 2026, by the mayor, Maider Etxebarria García, and is published in section II of the provincial gazette, dedicated to the Local Administration of the Historical Territory of Álava.

The publication is part of a block of municipal resolutions from the same support body of the Local Government Board that accompany the cessation and reorganize the government team.

Reorganization of competencies in Public Space and Neighborhoods

A second mayoral decree of the same date, with reference 2026-02943, redistributes the competencies of the Department of Public Space and Neighborhoods, which until now were exercised by Beatriz Artolazabal Albéniz as deputy mayor, by virtue of a decree dated June 22, 2023. Pursuant to Article 124 of Law 7/85, the general delegation is transferred to councilwoman Miren Fernández de Landa Ruiz, member of the Local Government Board, with the following functions:

  • Represent the city council in the actions of the department’s directorates and services.
  • Issue decrees, resolutions, and instructions, and resolve any applicable appeals.
  • Order the publication and execution of agreements and sign contracts awarded by the Local Government Board.
  • Issue payment orders and sign ordinary cash count reports.

Three areas are excluded from this general delegation and are assigned as a special delegation to Izaskun Reyes Echazarreta:

  • The internal direction and management of the Mobility Management Unit, integrated into the General Directorate Service for Strategic Public Space Projects.
  • The internal direction and management of the Bus Station Service.
  • The internal direction and management of the Traffic Service.

The decree specifies that the power to resolve through administrative acts affecting third parties and the supervision of their actions shall correspond to the delegated government councilor in charge of the department. Its effects take place on the same day as its date, without prejudice to publication in the BOTHA and on the municipal website.

First Deputy Mayor and Secretariat of the Board

Another decree of October 7, 2026, reference 2026-02930, appoints councilor and member of the Local Government Board Sonia Díaz de Corcuera Ruiz de Oña as first deputy mayor, replacing Beatriz Artolazabal Albéniz, in application of article 125.1 of Law 7/85 and article 32 of the Organic Regulation.

The same councilor will assume the secretariat of the Local Government Board in the event of absence or illness of the titular secretary, according to decree reference 2026-02929, issued under article 126.4 of Law 7/85 and article 16.3 of the Organic Regulation.

Delegations approved by the Board on October 8

The Local Government Board completed the readjustment in its agreement of October 8, 2026, reference 2026-02931, which delegates to Miren Fernández de Landa Ruiz the functions of the department according to article 127.2 of Law 7/85:

  • The granting of licenses.
  • The contracting of works with an estimated value of less than 80,000 euros and of supplies, services, private contracts, and special administrative contracts for less than 100,000 euros.
  • The authorization, disposition, and recognition of obligations for those expenses.
  • The approval of work certifications, including the final one, and of invoices derived from the awarded contracts.
  • The exercise of sanctioning power.

Contracting regarding the concession of services and works remains reserved for the Local Government Board. An additional agreement from the same session, reference 2026-02932, transfers to her the competencies over the concession of funeral rights in municipal cemeteries, which the Board had delegated to Beatriz Artolazabal Albéniz on July 7, 2023.

The set of resolutions concludes the handover within the municipal government team without the need to convene the Plenary: the vacancy in the Local Government Board is filled by mayoral decree, the deputy mayoralties are reassigned, and the competencies regarding public space, mobility, buses, and traffic are divided between two council departments. For the residents of Vitoria-Gasteiz, the change affects the signing of licenses, the department’s minor contracting, and the direct management of traffic and the bus station.
