Vitoria-Gasteiz allocates 1.13 million for rehabilitating homes and residential buildings

The Local Government Board of the Vitoria-Gasteiz City Council approved at its ordinary session of 31 July 2026 the fourteenth, fifteenth and sixteenth resolutions of the call for grants for the rehabilitation of dwellings and residential buildings for the 2024-2025 financial years. The three agreements, published in the Official Gazette of the Historical Territory of Álava (BOTHA) of Friday 14 August 2026, together enable €1,130,845.23 in new subsidies, to which €60,000 is added to cover the cost of raising the grants to public deed.

The resolutions, signed by the mayoress-president, Maider Etxebarria García, are issued in execution of the call published in the BOTHA of 25 March 2024 and managed by Ensanche 21, the municipal public company that allocates and pays the grants under commitment budget line 0410-1513-73310. The agreements combine new awards, rejections for failure to meet requirements, revocations of already granted aid and the authorisation of the corresponding payments.

Three resolutions, €1.13 million enabled

The breakdown of the amounts enabled for the new awards is as follows:

• Fourteenth resolution: €397,117.63, plus €20,000 for notarisation costs.
• Fifteenth resolution: €184,392.44, plus €10,000 for notarisation costs.
• Sixteenth resolution: €549,335.16, plus €30,000 for notarisation costs.

Rejections and revocations

In the same batch, the Local Government Board has rejected the applications that do not meet the requirements of the call. The main reasons are:

• Income exceeding the established limits (Article 7.2 of the call).
• Non-eligible work (Article 3).
• Building age under 50 years (Article 7.1).
• Tax debts (Article 12.10), failure to prove ownership, work started before applying for the grant, and ITE registered more than three months earlier.

In addition, the fourteenth resolution revokes grants due to the death of two beneficiaries for a total of €8,011.17 and files two applications as withdrawn. The sixteenth resolution revokes 18 grants due to beneficiaries’ renunciation and one due to death, the latter for the amount of €9,234.53.

Payment of the grants and appeals

Payment of the subsidies is authorised once the final award has been formalised by means of the corresponding resolution, in accordance with Article 9.5 of the call. Exceptionally, Article 11 allows payment against certification of work executed when more than 20 percent of the work has been carried out and a financing plan is provided; expenses for public deed and registration in the Land Registry are governed by Article 12.14 and the General Subsidies Act.

Against the resolutions, which put an end to the administrative procedure, an optional reconsideration appeal may be lodged within one month and a contentious-administrative appeal may be lodged before the Administrative Litigation Courts of Vitoria-Gasteiz within two months from their publication.

Impact on families

The publication confirms the processing pace of the 2024-2025 call, which directly affects homeowners’ associations and families with ongoing rehabilitation works in the Alavese capital. The 1.13 million now made available are added to the resolutions already published and guarantee the continuity of payments through Ensanche 21, while denials and revocations refine the list of beneficiaries and free up credit for new applications.
