Vitoria-Gasteiz awards 2.06 million in aid for permanent hiring

The City Council of Vitoria-Gasteiz has resolved type 1 grants (permanent contracts) of the municipal employment hiring grant program co-financed with Lanbide - Basque Employment Service: 232 applications have been approved for a total of 2,060,365.73 euros. The resolution, signed on June 8, 2026, by the delegated councilor María Nanclares Caballero, is published in BOTHA number 92 of August 14, 2026, together with a correction of errors, dated July 8, 2026, replacing a dissolved company with another that was on the waiting list.

The call was approved by the Local Government Board on November 14, 2025, and published in BOTHA number 140 of December 10, 2025, with a budget of 2,068,663.00 euros financed by Lanbide within the framework of the Local Employment Promotion Actions for the 2025 financial year, according to agreement of its Board of Directors of July 14, 2025 (BOPV of July 31, 2025). The program distinguished two lines: type 1 grants, for permanent contracts, with 2,018,663.00 euros, and type 2 grants, for temporary contracts for artists and technical staff of public shows, with 50,000.00 euros.

The type 2 line was declared deserted for lack of applicants (BOTHA number 43 of April 15, 2026), and its 50,000.00 euros were transferred to type 1, which was then endowed with 2,068,663.00 euros in accordance with clause 7 of the call.

Resolution figures

The deadline for submitting applications for the type 1 line ended on March 31, 2026, and 361 applications were received within the deadline. Based on the report of the Municipal Employment Unit, of May 29, 2026, the resolution of June 8, 2026 agreed:

• Accept the voluntary withdrawal of 6 applications.
• Deny 51 applications for failing to comply with the requirements of the terms.
• Grant the aid to 232 applications, for a total amount of 2,060,365.73 euros.
• Deny 72 applications due to exhaustion of available credit.

The most common reasons for denial were non-compliance with clause 6.3 (hired person not registered as a job seeker in Lanbide or not registered as a resident in Vitoria-Gasteiz the day before hiring), lack of required documentation (clause 10), absence of net job creation (clause 3), and hiring people who had completed a permanent contract in the same company in the previous twelve months (clause 4). The payment will be charged to budget items 2026/0823.2411.480.15/R (Comarcal Plan Lanbide Contribution) and 2026/0823.2411.480.20/R (Comarcal Plan Municipal Contribution to hiring).

The correction: out with a dissolved company

A second resolution, of 8 July 2026, corrected a material error under article 109.2 of Law 39/2015, of 1 October, on the Common Administrative Procedure. The company with Tax ID F01520139, which had been granted a subsidy of 11,000.00 euros, had requested on 8 October 2025 the registration of a merger by incorporation of a new cooperative (Tax ID F23824204), with dissolution and extinguishment of the participating entities; as of the date of its application, 16 December 2025, it was already dissolved and extinguished, so its Tax ID no longer existed and it could not meet the requirements.

Where the original resolution read F01520139 it should read B01470004, the first application denied due to exhaustion of the budget line according to registration order. Consequently, the denials for non-compliance increase from 51 to 52 and those left without a subsidy due to exhaustion of credit, from 72 to 71, without the total amount granted varying: 232 subsidies for 2,060,365.73 euros. The subsidy of 11,000.00 euros will be paid in a single payment to the company with Tax ID B01470004.

Appeals and time limits

The resolution of 8 June 2026 exhausts the administrative route. Against it, an optional appeal for reconsideration may be lodged before the same body within one month, or an administrative contentious appeal before the Administrative Contentious Courts of Vitoria-Gasteiz within two months. The rectification resolution is not subject to appeal as it does not constitute a new administrative act, without prejudice to the appeals available against the original resolution.

With 232 subsidised permanent contracts and more than two million euros committed, the resolution reinforces employment stability in Vitoria-Gasteiz, with priority attention to unemployed persons with special difficulties in accessing the labour market. The fact that 71 applications have remained on the waiting list due to exhaustion of the budget also evidences the existing demand among the business fabric of the Álava capital.
