Vitoria-Gasteiz grants 11 audiovisual subsidies and leaves 17 projects on hold

The Local Government Board of Vitoria-Gasteiz has resolved the 2026 call for grants for the development and production of audiovisual projects and scriptwriting, with 11 subsidized applications, 7 denied, and 17 on the waiting list. The agreement was adopted on September 11, 2026, and published in the Official Gazette of the Historical Territory of Álava (BOTHA) number 110, dated September 25, 2026, under official reference 2026-02691. The call distributed 110,000 euros across three modalities and was resolved based on 35 applications submitted within the deadline.

The framework for the call is the general subsidy ordinance of the Vitoria-Gasteiz City Council, initially approved by the Plenary on April 21, 2023, and published in BOTHA number 88, dated July 28, 2023, in effect since October 1, 2023. This year’s rules and call were approved by the Local Government Board on March 27, 2026, and published in BOTHA number 50, dated May 4, 2026, at the proposal of the Municipal Department of Economic Promotion, Employment, Commerce, and Tourism. The authority to grant these resides with the Local Government Board in accordance with article 127.1.g) and 2 of the Local Regime Base Law and article 8.1 of the ordinance, with the delegation of May 16, 2025; the agreement is signed by the delegated councilwoman María Nanclares Caballero.

The grants are financed through budget item 2026/0821.4331.471.02, titled “Creative and audiovisual industries grants,” with 110,000 euros from the current municipal budget. The application period ended on June 1, 2026, and the Municipal Business Service certified on August 31, 2026, the timely receipt of 35 applications. The technical evaluation commission analyzed the projects in meetings on July 27 and 29, 2026.

Eleven grants of 10,000 euros each

The resolution grants 11 grants, all for 10,000 euros, distributed as follows:

• Modality A, development of audiovisual projects (50,000 euros): B16470015 with “Horma” (79.5 points), B06611818 with “Una mujer europea” (75.5), B01497270 with “Fedea” (75), 16297763D with “Xare” (70.5), and B01257856 with “Hermanos Pou, La cuerda invisible” (67).
• Modality B, production of short films (50,000 euros): B01257856 with “Conej goi goian” (86.2), 16297763D with “Calabobos” (72.1), 22726708V with “Sehaska Garaiak” (71.7), B21672068 with “Burupuztuak” (69.7), and B16470015 with “Reclutas” (67.5).
• Modality C, scriptwriting (10,000 euros): 72833456T with “La Maupín” (70).

Seven denials and seventeen projects on hold

7 applications are denied: one due to withdrawal, for failing to correct the required documentation, and six due to exclusion for not reaching the minimum 50 points required for a subsidy.

• Withdrawal: B16482945, “Un lugar sin regreso” (category A).
• Exclusion in short films: B01583400 with “Un inquisidor entra en Baztán” (49.9), 72842703R with “Catharsis” (49.6), J22946362 with “Sebastián” (49.1) and J22946362 with “¿Eeooo?” (48.6).
• Exclusion in scripts: 18594019Z with “Sincronía” (46.25) and 22726708V with “La deuda del poder” (41.75).

The remaining 17 projects that did exceed the minimum of 50 points but did not obtain a grant due to the exhaustion of funds form waiting lists by category and score order: 4 in development, 7 in short films and 6 in scripts. Heading each list are “Sasia” (30666890R, 66.5), “Amak beti babestuko zaitu” (B44928406, 67.05) and “Fragua” (72397189C, 67.62).

Payments, monitoring and appeals

The payment will be 80 percent in categories A and B and 50 percent in category C; the remainder will be paid upon submission, before October 31, 2027, of the required documentation and with municipal approval. The Municipal Business Service will handle the monitoring of the projects and the agreement will be published on the municipal transparency portal and in the BOTHA. Against the resolution, which exhausts the administrative route, a contentious-administrative appeal may be filed before the Contentious-Administrative Courts of Vitoria-Gasteiz within two months, or an optional appeal for reversal within one month.

The resolution confirms the weight of the local audiovisual sector in the municipal budget for creative industries: eleven production companies and professionals receive direct funding and seventeen others remain waiting for possible surplus balances, which leaves the door open to new grants if credit is released in any of the three categories.
