Vitoria-Gasteiz grants 1.2 million to ten development cooperation projects

The Vitoria-Gasteiz City Council has resolved the “Chained Annuals (AE)” section of the 2026 call for grants for development cooperation projects with 1,213,160.48 euros allocated to ten triennial projects in Southern countries. The agreement was adopted by the Local Government Board on July 31, 2026, and is published in BOTHA no. 107, dated September 18, 2026, under reference 2026-02637. One application was excluded for being submitted past the deadline.

The call, approved in an ordinary session of the Local Government Board on February 27, 2026, is structured into six distinct sections. The AE section opens the first year of the 2026-2028 triennial cycle and is reserved for projects preselected in the PAE section of the 2025 call; entities with two projects selected at that time could submit two applications. The fixed allocation is 1,213,160.49 euros charged to budget item 2025/2450.2391.48200 “Cooperation Grants.”

The Development Cooperation Service issued its technical report on July 27, 2026. Ten applications were submitted in a timely and proper manner, examined and evaluated according to the call, and the granted amounts equal 96.52 percent of the requested sums.

The ten selected projects

• Fundación Mundubat: “Comprehensive accompaniment with a differential Gender and Human Rights approach for judicialized persons and Persons Deprived of Liberty in Colombia”, Colombia, 119,787.76 euros.
• Unión y Apoyo del hablante del pular HAALY PULAR: “Demaro Gambia-Gasteiz”, Gambia, 125,473.26 euros.
• Asociación SETEM Hego Haizea: “Boosting territorial permanence, the economy, and peasant life with feminist, environmentalist, and intergenerational perspectives in the municipality of Ebéjico, west of the department of Antioquia”, Colombia, 116,315.76 euros.
• Fundación Alboan: “Promotion of responsible business through agricultural cooperativism and professional training in the Lukaya territory”, Democratic Republic of the Congo, 121,056.34 euros.
• Asociación Colombia-Euskadi: “Tolima Joven Verde”, Colombia, 124,132.18 euros.
• Asociación Servicio de Solidaridad San Viator de Euskalherria - SERSO: “Windows of Hope: Educating the Children of Saaba”, Burkina Faso, 125,473.26 euros.
• SETEM Hego Haizea: “Beyond the economic: DESCA and Ecological Sustainability in the Tropical Dry Forest. Manabí – Ecuador”, Ecuador, 119,730.89 euros.
• Mugarik Gabe: “Allies for healthy activism”, Colombia, 110,244.51 euros.

Deductions and excluded application

According to point 12.12 of the call, items or concepts that the evaluation committee considers irrelevant, inappropriate, excessive, or insufficiently justified are deducted from the requested amount. For this reason, it was necessary to reduce amounts in five projects:

• «Comprehensive Support with a differential approach to Gender and Human Rights…», by Fundación Mundubat.
• «Boosting permanence in the territory… in the municipality of Ebéjico», by SETEM Hego Haizea.
• «Beyond the economic: ESCR and Ecological Sustainability in the Tropical Dry Forest. Manabí – Ecuador», by SETEM Hego Haizea.
• «Promotion of responsible business… in the territory of the Lukaya», by Fundación Alboan.
• «Tolima Joven Verde», by Asociación Colombia-Euskadi, and «Allies for healthy activism», by Mugarik Gabe.

The application «Contributing to the right of women in the departments of Kébémer, Louga and Tivaouane to economic autonomy, a life free of violence and social and political participation», submitted by Nazioarteko Elkartasuna-Solidaridad Internacional, was excluded for being submitted after the deadline.

Publication and means of appeal

The agreement orders the publication of the grants awarded in the National Grants Database, in accordance with Article 20 of Law 38/2003, of November 17, General Grants Law, as well as in the BOTHA, on the municipal electronic office and on the website www.vitoria-gasteiz.org. The announcement is signed by the delegated councilwoman of the department, Ana Rosa López de Uralde Gómez.

An appeal for reversal may be filed against the agreement before the same body within one month or, directly, a contentious-administrative appeal before the Contentious-Administrative Court of Vitoria-Gasteiz within two months.

The resolution closes the first section of a call that distributes municipal funds among three-year continuity projects, so that the selected entities secure funding for 2026 and remain linked to the following annuals of the cycle. The distribution also consolidates the presence of Alavese organizations in Colombia, Africa, and Ecuador, and leaves out of this section one of the applications submitted due to a formal deadline defect.
