Vitoria denies four circular economy grants for failing to meet requirements

The Vitoria-Gasteiz City Council has added four denied applications to the municipal aid program for the development of circular economy projects for 2026, through a complementary resolution published in the Official Gazette of the Historical Territory of Álava (BOTHA) number 95, dated August 21, 2026. The measure, signed by delegation by the fourth deputy mayor, Borja Rodríguez Ramajo, completes the resolution of July 20, 2026, which resolved the call for applications.

The program, endowed with 100,000 euros charged to item 2026/08.21.4331.4.7136 of the municipal budget, was processed through competitive bidding in accordance with rule 12 of the call.

A complement to the July resolution

The rules and the call were approved by the Local Government Board on April 1, 2026, and published in BOTHA number 50, dated May 4, 2026. The deadline for submitting applications ended on June 15, 2026, with a total of 20 applications received.

The initial resolution of July 20, 2026 (BOTHA number 89, dated August 7, 2026) granted aid to 11 applicants, dismissed 2 due to the exhaustion of the budget allocation, and denied 3 for not reaching the minimum score. However, a technical report from the Business Service dated August 11, 2026, detected that applications denied for failing to meet the requirements of the rules had not been included, which prompted this complementary resolution.

The four denied applications

The resolution adds to the third resolving point of the July resolution the list of applications denied for not meeting the requirements of the call:

• B72839962 — does not reach the minimum eligible investment (rule 3).
• 18591737D — not validly constituted as of the application date (rule 6).
• B01470483 — does not provide a report regarding the project (rule 10).
• B01569409 — does not provide a report regarding the project (rule 10).

Appeals and deadlines

The resolution, signed in Vitoria-Gasteiz on August 12, 2026, exhausts the administrative route. A contentious-administrative appeal may be filed against it before the Contentious-Administrative Courts of Vitoria-Gasteiz within two months of its notification or publication, or, previously, an optional appeal for reversal within one month.

The publication is carried out on the municipal website and in the BOTHA, thereby publicizing all applications resolved within the framework of this circular economy promotion program in the Alavese capital.
