Vitoria aprueba provisionalmente sus ordenanzas fiscales y precios públicos para 2027

The Plenary of the Vitoria-Gasteiz City Council, in a session held on October 16, 2026, provisionally approved the modification of various tax ordinances and public prices that will be applicable as of January 1, 2027. The agreement is published in the Official Gazette of the Historical Territory of Álava (BOTHA) number 122, dated October 23, 2026, in section II of Local Administration, with the official reference 2026-02986. The text opens a thirty-day period for taxpayers to examine the file and submit claims.

The approval is based on Article 19 of the Normative Foral Decree 1/2021, of the Foral Government Council dated September 29, which approves the consolidated text of the Foral Norm regulating Local Treasuries. This is the ordinary channel through which Álava’s city councils subject their tax modifications to public information before elevating provisional agreements to definitive ones.

The announcement bears the signature of the delegated councilor of the Department of Finance, Jon Armentia Fructuoso, and is dated in Vitoria-Gasteiz on October 16, 2026, the same day as the plenary session.

Fees, public prices, and tax management

The modification affects three regulatory blocks of the City Council:

  • The municipal tax ordinances regulating fees.
  • The ordinances regulating public prices.
  • The general ordinance for the management, collection, and inspection of taxes and other local public law revenues.

The set will be applicable as of January 1, 2027, so that the new tariff and tax management framework will enter into force with the following budget year. The plenary agreement does not detail specific amounts per concept in the announcement, which appear in the full texts available to the public.

Suppression of the municipal wifi fee

Among the approved changes, the repeal of the tax ordinance regulating the public price for access to municipal communications networks via wifi technology stands out. The suppression of this priced service means that access to the municipal wireless network will cease to be covered as its own public price in the 2027 fiscal year.

Allegations until December 4

The full texts are displayed at the San Martín municipal offices, at Pintor Teodoro Dublang, 25, ground floor, where interested parties may examine the file and submit any claims they deem appropriate. The period is thirty days from the publication of the announcement and ends on December 4, 2026.

For inquiries, the City Council has provided the email address ordenanzas.fiscales@vitoria-gasteiz.org and the website www.vitoria-gasteiz.org/impuestos. If no claims are filed, the agreements, which are currently provisional, will be understood as definitively adopted.

In parallel, the tourist tax

The processing of the 2027 ordinances coincides on the calendar with another municipal tax file: the Tourist Stay Tax, provisionally approved by the Plenary in the session of September 25, 2026, and published in BOTHA number 113, dated October 2, 2026, with reference 2026-02768. In that case, the public exhibition period ends on November 16, 2026, and the inquiry channel is the same email address of the Treasury Department.

Both procedures share the same provincial regulatory framework and the same regime of automatic elevation to definitive status in the absence of allegations, meaning that the municipal treasury faces the close of 2026 with two open fronts before the citizenry.

The agreement affects all taxpayers in the Alavese capital, who will see the rates for fees and public prices updated at the start of 2027, and users of the municipal wifi network, who lose the tariff coverage of that service. The period open until December 4 is the last opportunity for affected individuals, companies, and groups to introduce changes to the text before its final approval.
